The thing is that even a thirteen year old can be big in size.I mean he may appear like a grown up from a distance.The thing that needs to be seen is whether or not any kind of warning was issued.Did anyone challenge him by shouting or firing warning shots nearby?If warnings were indeed issued then i have no sympathy for the boy.Entering a restricted area is itself bad (such areas generally have signboards indicating the restriction) and then you don't respond to warnings.But if he was simply shot dead then the strictest possible action is to be taken against the soldier.
If this boy appeared over sized or taken for a grownup by your 'army man' then surely he need an eyesight check up that too a detailed one.
