My COTACTS in the valley tell me its very common for kids to wear Pakistani kits during our matches and they keep asking me when is the next match so they can again wear it

There is a pre requisite for referendum which your govt. and army in particular never agreed to. Why dont you ask your govt. to raise Kashmir in UN with a demand of referendum in particular ?
Is it mere coincidence that not a single PM of Pakistan has ever demanded or even uttered "Refrendum" on an UN podium?

In a region where several people have been booked for hoisting Pakistan flags during pro-freedom protests, a cricket team from Kashmir participated in an Indian army-conducted tournament donning Pakistan cricket team uniform on Tuesday.
A press release issued by the army appended a picture of a local team in mountainous Tangdhar region close to the Line of Control that divides Jammu and Kashmir between India and Pakistan.
The picture shows four young cricketers wearing Pakistan cricket team merchandise during the award ceremony. The statement read: “Brigadier CS Dewgun …gave away the trophy and prizes to all the winners and commended all the participants for the spirit displayed.”

Interestingly, the uniform donned by the team is a replica to the extent that it even has the Pakistan Cricket Board logo . ‘Boom Boom’, the nickname for the Pakistan all rounder Shahid Afridi is inked on the sleeves of the uniforms. Army in its official statement said that the event was organised with an aim to develop the interest of youth towards fitness activities as well as sensitizing the youth of the social evils.

For referendum to happen you will first have to return Pakistan occupied kashmir to india and also the parts ceded by pakistan to china for free.
Only then there is any chance of referendum.

But it is not so much as it is from Sri Nagar downtown...In other areas the ration is quite less than it is hyped up...The reason of i am saying is because of my association with some students who are doing graduation in my college who are from Barmulla...Even i was also initially thinking them as Pakistan agents but in contrary, it was found out that their familly belongs to Indian Army since last generations....And his view point is quite same as most of the Inidas view point..I know that it is surprising to many other Indian and Pakistani too..But yes, apart from Srinagar downtown, the separatist movement is not just the same as it is supposed to be...Otherwise, India could have lost Kashmir since long time...Do not you think without peoples support, it is difficult to occupy a region for long...And in general Kashmir people are opportunistic...They just play both cards to get their benifit..They play India cards against Pakistan to get support for their separation..and at the same moment, they participate in the election to get the benifit of democracy...So that justifies and implies, why India is still holding its power on Kashmir although it is hyped that all Kashmir people are with Pakistan...It is important for Pakistan to realize sooner than India to realize it...
