We prefer heavy mortars.Sniper bullet kills a single soldier.A mortar shell can kill half a dozen.
Not that we dont use snipers,but dragunov's are unsuited for long range sniping and are in process of replacement and need some time.Till then preferred method is massed fire assaults.We have far more tubes we can bring to bear.

Its more to do with the fact that Pakistan is a armed society so generally we are more exposed to shooting skills which give us access to a larger core of skilled shooters..

For a reason, the US folks want to keep their arms handy...

Completely logical since enemy is appreciating your forces. Same would true if Pak army would appreciate IA for something.
