Because the sweet/gift exchange only occurs at the main entry points along the LOC and the WB. This particular entry point is in Pakistan's Tithwal sector and opposite India's Kupwara. Typically the same officers are seen as they are posted there for 2 years IIRC, can be corrected if wrong.

You will also see some images of such an exchange along WB too.

I think this view is much nicer to see on TV vs. than CNN / Fox News always screaming how this region is on the brink of a nuke war. Now you guys should be friends. The Kashmir issue has been settled and done with.
