No body is stupid to carry out a terrorist attack in order to force the whole country into negotiation. If you are taking inspiration from US-Afghanistan-Taliban, it took them over 15 years!!
The attack was not to force anyone into negotiation but only to provoke and derail any such planned process. AS @scorpionx have correctly pointed, this will not put any chances of peace and negotiation into cold storage for a very long time. Perhaps this is what some wanted as it help them push forward a personal agenda and secure personal gain.

Given India's past responses to such attacks, any hope for further talk, negotiations will be put into cold storage for a long long time now.

Without much going into what you are faintly suggesting, Arsalan this can be a very calculated move; forcing India to adopt short term solution to facilitate Pakistan a long term effective psychological advantage. Modi just announced security forces have been given full freedom to handle the situation.

The only response I can see is the abject failure of 1.4 billion population of placating 3/4 million population in the valley. I cannot think of such extreme asymmetry in numbers between two opponents anywhere in recorded history. While there might be external support from Pakistan but that excuse is as invalid as Pakistani's who blame India for the TTP. Fact is without local support foreign actors cannot function.

Despite having turned the valley into a open prison for over two decades this is what you get. The reality is the Kaashmiri's are not Indians. And never will be. It's not about religion either entirely. India has 160 million Muslims but non of them are causing you grief. When was last time they planted IED's? The fact is Muslims in Delhi, Lucknow, Mumbai, Chennai etc are Indians. Muslims in Srinagar are occupied Muslims. That is the differance.

And Kashmiri's clearly are not in it for economics or else they would pack their bags and run to Karachi like the other lot in Lucknow did. By now all the valley would be sat in Gwadar or Karachi with huge Koshur speaking constituencies inside Pakistan. Instead these people stay put on their land and fight.
