A new squadron of Mig-29 will be raised to support depleting number of combat squadrons in IAF. Su30s are meant to serve as "fillers of attrition losses"...

These will replace SU-30s & MIG-29s that have crashed over the last few years. Most Indian squadrons are running at reduced/depleted strength.

If Russia rejects it, US will be glad to fulfil it. Russia's hands are tied when it comes to India's defense needs IMO- India is the last HUGE defense market, so US will surely take advantage of any financial opportunity Russia passes on when it comes to India. too much at stake today.
