Because Bollywood is in Maharashtra which is ruled by a radical Nationalist party that even can't tolerate their own countrymen. Pakistani artistes would not be facing any difficulty performing in other part of the country.

Even so called very small fraction doesn't exist in so called intolerant Pakistan, we welcome all.

I agree. Fundamentalist groups in Pakistan work with a little different psyche.
