I understand your sentiments, but looking from my perspective, importance F-18SH far exceeds Rafale as a carrier borne strike package. And more than that, we need Growlers to escort our strike packages, which Rafale can't provide.

That's not correct, since the EWS in any Rafale is as capable as in the Growler, the main different are the high power jamming pods, which are not available for export countries anyway. The Growler lite that Boeing offered (without US government approval) hardly offers something SPECTRA wouldn't offer and with the coming GaN upgrade, it's jamming capabilities will be even better. With GaN AESA radar, it will have high power electronic attack capabilities too and even if we would needs such things before, we could integrate the Israeli Sky Shield system:

However, there are reasons to take the F18SH for the navy, for example a smaller width thanks to folding wings, which could result into more fighters beeing carried on a carrier. Another point is, that it is available in twin seat configs, which has advantages in strike, training and possibly refuelling roles.
An F18SH with these advantages, in the Silent Hornet configuration (CFTs, weapon pods, new sensors, integrated IRST, new cockpit design, new engine) would have certain advantages the Rafale might not offer to the navy and would be closer to a stealth fighter than current Rafale. However, most of these features are not developed, nor funded yet, so comes with additional costs too.
