It's common sense. PLA doesn't kidnap. It captures enemy combatants. The Indians thought they were being clever by not wearing uniforms but without uniforms they are spies and the Geneva Convention won't save them.
This is a Catch 22 for India to send in spies or recon soldiers dressed as civilians. Their capture means India will have to admit these are not civilians and instead combatants or the Chinese get to detain them for a very long period of time with little pressure because these are spies. So China does not have any obligation to return them unless India readily admits these are not civilians, which would be yet another setback.
There is a simpler explanation with fewer assumptions, but please, go ahead and believe what you must.
