Nuclear deal sealed; India-US defence cooperation enhanced - The Times of India

NEW DELHI: India and the US on Sunday broke the 7-year-old logjam in operationalizing their landmark civil nuclear deal besides deciding to jointly produce military hardware including advanced unmanned aerial vehicles (UAVs) during talks between Prime Minister Narendra Modi and President Barack Obama.

In what Obama called a "breakthrough", the two sides resolved key hurdles pertaining to the liability of suppliers of nuclear reactors in the event of an accident and the tracking of fuel supplied by the US.

"We have broken the logjam of the past few years. We have reached an agreement. The deal is done," Foreign secretary Sujatha Singh announced after extended discussions between Obama and Modi lasting more than three hours, marked by great bonhomie.

The two countries renewed an enhanced Defence Framework Agreement for the next ten years and identified four key "pathfinder projects" for joint development and production including the next generation Raven mini UAVs and specialised kits for C-130 military transport aircraft.

Both countries also agreed on a Working Group to explore aircraft carrier technology besides designing and development of jet engine technology.

A hotline that will now connect Prime Minister Narendra Modi and U.S. President Obama, a declaration of friendship, a renewed ten-year defence partnership, and the much anticipated nuclear breakthrough marked the second summit between the two leaders, taking relations to what Mr Modi called “a whole new level”, and President Obama referred to as “powerful symbolism backed by substance.”

Announcing an end to the nuclear logjam, President Obama said they had reached a “breakthrough understanding” that would allow nuclear contracts to be signed between U.S. firms and India. The agreement, including the completion of administrative arrangements, was a key highlight of the India-U.S. bilateral negotiations that marked the first day of President Obama’s visit as chief guest at the Republic Day celebrations. “The civil nuclear agreement was the centrepiece of our transformed relationship,” said Mr Modi, referring to his previous meeting with President Obama in September 2014, “I am pleased that six years after we signed our bilateral agreement, we are moving towards commercial cooperation, consistent with our law, our international legal obligations, and technical and commercial viability.”

While the two sides didn’t disclose how U.S. concerns over the Indian supplier liability law were addressed, both Indian and U.S. officials said “the deal is done,” as far as the government’s work was concerned.
The two sides also signed a renewed Defence Strategic framework, which covers all aspects of defence cooperation, including the Defence Trade Technological Initiative under which they could co-produce four “pathfinder projects”, study cooperation on aircraft carriers and jet-engine technology, and committed to upgrading joint military and naval exercises.

On economic issues, surprisingly, the two sides didn’t announce any agreements, but agreed to restart discussions on a Bilateral Investment Treaty, while setting up mechanisms to work through their differences on Intellectual property rights (IPR) and the social security agreement, or the bilateral totalisation agreement, that Mr Modi said is “Important for the hundreds of thousands of Indian professionals working in the United States.”

The U.S. also made no specific financial commitment on renewable energy, although President Obama agreed to discuss “funding” for India’s target of 100GW of solar energy.

You really expect a nuclear deal after they bagged OBL from the PA's main garrison town?Optimistic.

Well it pays to be a responsible nation, Pakistan has done nothing to show it is deserving of such a deal.

Dont ask for something just because we got one.the reason we got one is because of decades of sustained forigen policy to get there where we are today.It dint happen in a week or two,we invested time and resources.

Hopefully India have better luck, cause for China's experience, this is from just a few years ago and now even, delays in deliveries, cost overruns, defects, be it manufacturing or design, and political roadblocks, all kind of BS we had to put up with.

We should have more Sino-Pakistani nuclear cooperation. That would be more of an equal-equal partnership, between one developing country and another developing country.

The problem regarding the USA is that they are the sole superpower, they have no equals or peers, so it's harder for the other party to balance it.

Yeah go ahead and make a deal with Pakistan, give them everything in your arsenal. And then once they get strong enough just watch as Pakistan starts supporting their brother Uighurs separatists in China. In the end, to them you are a Kafir, to be conquered and converted

I always see Indian members here trying to say we are "Kafir".

OK I'm an Atheist, my family are mostly Chinese Buddhists/Taoists, so what?

lately pakistanis have already got habit of staying without electricity...which is not due to US but because of your own people

Buddhism flourished throughout south and central Asia before the arrival of Islam. Pakistan, Afghanistan, Central Asia. All those cultures are now gone and forgotten.
