Ministry of Housing & Urban Affairs has approved the construction of 3,21,567 more affordable houses for the benefit of urban poor under Pradhan Mantri Awas Yojana (Urban) with an investment of Rs. 18,203 cr with central assistance of Rs. 4,752 cr. The approval was given in the 32nd meeting of the Central Sanctioning and Monitoring Committee in its meeting held here last evening. The projects were sanctioned across 523 cities in the states of Haryana, West Bengal, Rajasthan, Uttar Pradesh, Gujarat, Mizoram, Karnataka, Maharashtra, Madhya Pradesh, Bihar, Kerala, Himachal Pradesh, Punjab & Goa.

Haryana has been sanctioned 70,671 houses in 55 cities and towns with an investment of Rs. 7,261 cr with central assistance of Rs.1,060 cr. West Bengal got 59,929 houses in 86 cities and towns with an investment of Rs. 2,431 cr and central assistance of Rs.899 cr. Rajasthan has been sanctioned 54,821 affordable houses in 48 cities with an investment of Rs. 2,519 cr and central assistance of Rs.822 cr. Uttar Pradesh has been sanctioned 39,683 houses in 121 cities and towns with an investment of Rs. 1,059 cr with central assistance of Rs.595 cr. Gujarat has been sanctioned 35,851 houses in 19 cities and towns with an investment of Rs. 2,204 cr with central assistance of Rs.467 cr. Mizoram got 15,798 houses in 16 cities and towns with an investment of Rs. 316 cr and central assistance of Rs.237 cr. Karnataka has been sanctioned 11,941 affordable houses in 58 cities with an investment of Rs. 605 cr and central assistance of Rs.179 cr. Maharashtra has been sanctioned 10,639 houses in 15 cities and towns with an investment of Rs. 863 cr with central assistance of Rs.156 cr. Madhya Pradesh got 5,426 houses in 11 cities and towns with an investment of Rs. 289 cr and central assistance of Rs.81 cr. Bihar has been sanctioned 8,154 affordable houses in 10 cities with an investment of Rs.388 cr and central assistance of Rs.122 cr. Kerala has been sanctioned 5,073 houses in 32 cities and towns with an investment of Rs. 203 cr with central assistance of Rs.76 cr. Himachal Pradesh got 3,345 houses in 41 cities and towns with an investment of Rs. 55 cr and central assistance of Rs.50 cr. Punjab has been sanctioned 176 affordable houses in 1 city with an investment of Rs. 9 cr and central assistance of Rs.2.7 cr. Goa has been sanctioned 60 houses in 10 cities with an investment of Rs.2.43 cr.

With the above proposed houses, cumulative houses under PMAY(U) would become 42,45,792 after final approval from CSMC. Further after subsuming projects of RAY scheme the total number of houses being funded under PMAY(Urban) would be 43,87,640 houses.

With the participation of Goa in the 32nd CSMC, all 35 States/UTs, having urban statutory towns and cities are now covered under the PMAY(U) Mission.

Making ‘Mission Zero Waste’ A Reality Through the Reduce, Reuse and Recycle Principle

India is getting ready to host the 8th 3R Regional Forum in Asia and the Pacific in its cleanest city, Indore* from 9-12 April, 2018 co-organised by the Ministry of Housing and Urban Affairs (MoHUA) Government of India, the Ministry of the Environment, Government of Japan (MOEJ), and the United Nations Centre for Regional Development (UNCRD), under the theme of "Achieving Clean Water, Clean Land and Clean Air through 3R and Resource Efficiency- A 21st Century Vision for Asia-Pacific Communities".

Countries across the world are grappling with the issue of municipal solid waste (MSW) management today. Current global MSW generation levels are approximately 1.3 billion tonnes per year and is expected to rise to 2.2 billion tonnes by 2025. Inefficient waste management has serious consequences on health and environment and can be most effectively tackled through an integrated approach consisting of the 3Rs (reduce, reuse and recycle). The Regional 3R Forum in Asia and the Pacific was launched in 2009 in Tokyo, Japan and since then, has provided a strategic platform for addressing the needs and priorities of 3R in Asian countries and sharing best practices from the region, including emerging concerns in waste management. In the last seven years, the Forum has been organised in Malaysia, Singapore, Vietnam, Indonesia, Maldives, Japan and Australia and has been instrumental in providing innovative, effective and smart 3R based solutions.

This year, the Forum, which is expected to have representation from 45 countries in Asia and the Pacific region, will be inaugurated by the Lok Sabha Speaker,
Shrimati Sumitra Mahajan in Indore. Chief Minister of Madhya Pradesh, Shri Shivraj Singh Chouhan will be the Chief Guest at the closing session of the Forum. Government representatives, including mayors from 106 Indian cities, along with internationally renowned industry experts and civil society organisations will be part of the high-profile event. With the Confederation of Indian Industry (CII) as its industry partner, the Forum will also witness participation of business houses in significant numbers.

*Indore was ranked the cleanest city of India according to the Swachh Survekshan 2017, the annual cleanliness survey conducted by the Ministry of Housing and Urban Affairs since 2016.

India’s rapid urbanization and burgeoning population have greatly increased the challenges of solid waste management in the country. Urban India produces an estimated 54.75 million tonnes of municipal solid waste annually. The Forum comes at an opportune time with the Indian government’s focus on scientific management of 100% municipal solid waste through its ambitious Swachh Bharat Mission (Urban). Through this Forum, India aims to strengthen this focus through its ‘Mission Zero Waste’ approach thereby encouraging cities, industries and other diverse stakeholders to look at waste as a resource. Parallely, the Forum will also recognise and reward industries and civil society organisations carrying out exceptional work in the area of 3R for waste management through the 3R Awards scheduled for April 12.

The 8th 3R regional Forum will conclude with the signing and subsequent adoption of the ‘Indore 3R Declaration on Achieving Clean Water, Clean Land and Clean Air’ in cities by mayors and city authorities. Prime Minister Narendra Modi's message to the Eight Regional 3R Forum

In a message to the participants of the Eighth Regional 3R Forum in Asia and the Pacific , the Prime Minister Sh. Narendra Modi has said, “The mantra of 3R – Reduce, Reuse and Recycle- is at the heart of any vision towards the sustainable development of mankind. All stakeholders –producers, consumers and the State alike must adhere to this golden principle which can contribute significantly in solving the twin challenges of waste management as well as the sustainable development”.

The Eighth Regional 3R Forum in Asia and the Pacific is all set to commence in Indore from 9 to 12 April 2018 with an overall theme of “Achieving Clean Water, Clean Land and Clean Air through 3R and Resource Efficiency – A 21st Century Vision for Asia-Pacific Communities”.

The forum will kick start on 9th April with a pre event ceremony welcoming more than 500 delegates from across India and the world. The event will be inaugurated by Smt. Sumitra Mahajan, Speaker of the Lok Sabha and Sh. Hardeep S. Puri, Minister of State (I/C), Ministry of Housing and Urban Affairs on 10th April 2018. Sh.Tadahiko Ito, State Minister, Ministry of the Environment, Japan will also be present at the event.

The Eighth Regional 3R Forum will see participation of around 40 mayors of cities around the world and mayors of more than 100 cities across India.The highlight of the event will be a series of sessions with mayors focusing on sustainable urban development and forging of inter-municipal partnerships and cooperation at the national and international level.The signing and subsequent adoption of the ‘Indore 3R Declaration on Achieving Clean Water, Clean Land and Clean Air’ in cities by mayors and city authorities is the major expected outcome of the event.

3R FORUM : Aims and Objectives

The Forum aims to address how 3R and resource efficiency measures can provide complementary benefits in making cities and countries clean, smart, liveable and resilient. The Forum also aims to generate policy-level, institutional level and technological insights towards effective implementation of 3R and resource efficiency to foster circular economic development, sustainable change in current use of natural resources and ultimately achieve a zero waste society.

In addition, the Forum seeks to engage the public and private sector to explore various partnership opportunities in areas of 3R and waste management for moving towards a zero waste society. The Forum further provides an opportunity to establish insightful linkages between the principles of 3R and resource efficiency and the objectives of Swachh Bharat Mission (Clean India Mission). Ministry of Rural Development harnesses Space technology & IT platforms to monitor complete cycle of house construction with each stage being geo-tagged Pucca houses constructed under PMAY-G with facilities like toilet, LPG connection, electricity connection, drinking water etc. changing rural landscape at a very fast pace

Hon’ble Prime Minister launched Pradhan MantriAwasYojana – Gramin (PMAY-G) on 20th November, 2016 from Agra. The erstwhile rural housing programme, Indira AwaasYojana (IAY), was restructured into PMAY-G. To achieve “Housing for All by 2022”, a target of completing one crore PMAY-G new pucca houses in rural areas by 31st March, 2019 and 2.95 crore pucca houses by 2022 was set. Of these, 51 lakh houses were to be completed by 31st March, 2018, which included completion of expected 2 lakh incomplete IAY houses as well.

*States have reported physical completions on the ground and progress is being uploaded on AwaasSoft portal as uploading requires release of final installment, geo-tagged photos etc. 40.25 lakh houses already uploaded. Rest also by this month.

The performance of the rural housing scheme has shown upward swing, increased nearly four times in the last four years. This is despite the fact that it took a few months to complete the process of beneficiary registration, geo-tagging, account verification etc. after the programme’s launch on 20th November, 2016.

Towards meeting the target of construction of 1 crore PMAY-Gramin houses by December, 2018, while more than 76 lakh beneficiaries have been sanctioned houses, approximately 63 lakh beneficiaries have received 1st installment. Highest number of PMAY-G houses have been completed in the State of Uttar Pradesh during the financial year 2017-18 followed by Madhya Pradesh and West Bengal. In fact almost all States who have the highest number of PMAY-G beneficiaries like Odisha, Chhattisgarh, Rajasthan, Maharashra, Jharkhand etc., are on course for completion of PMAY-G houses within the prescribed time-frame. So far 38.22 lakh PMAY-G houses have been completed. With Assam and Bihar also speeding up completion of houses we hope to complete 60 lakh PMAY-G houses by June, 2018 and 1 crore by December, 2018.

Construction of bigger and better houses has been possible due to transparent beneficiary selection, capacity building of beneficiaries, timely availability of funds to the beneficiaries, structured monitoring and course-correction based on the feedback on implementation



The faster completion of quality houses under PMAY-G has been facilitated by payment of assistance directly into the beneficiary account through IT-DBT platform directly from single State Nodal Account maintained at the State level. Use of IT-DBT platform has ensured transparent, hassle-free and quality programme implementation. Payment to beneficiaries under PMAY-G, is routed through Public Financial Management System (PFMS). Direct Benefit Transfer (DBT) has led to:

• • Reduction in time and cost in house construction
  • Transparency leading to stoppage of leakages
  • Ease in tracking fund flow to beneficiaries
  • Better quality of construction of houses.

A total of 1,92,58,246transactions through electronic cheques (Fund Transfer Orders) have been done by State Governments during 2016-18, to transfer assistance amount of Rs. 65,237.50 crores directly to beneficiaries’ accounts (as on 5th April 2018).

Space technology and IT platforms are being used to monitor complete cycle of house construction, right from identification of beneficiary to each stage of construction of houses to completion and each stage is being geo-tagged.

Ministry of Rural Development has developed a Performance Index incorporating various parameters of progress under PMAY-G. The Index acts as a tool not only to monitor progress of PMAY-G on various parameters across States, Districts, Blocks and Gram Panchayats but also instills healthy competition among them. It also helps in identifying areas of improvement and to motivate them towards better performance in implementation of the programme. The ranking of State/UTs and below on Performance Index is done on real time basis and changes everyday based on the performance of the State / UT and below. The national ranking of districts has also been introduced recently which places the performance of a district in the national perspective.

To ensure quality construction of a house and to facilitate availability of trained masons in the rural areas, Rural Mason Trainings are being organized. A total of 25,000 trainees have been enrolled, out of which 12,500 trainees have been trained and certified. The rural mason training has been initiated in 11 States and the States of Chhattisgarh and Madhya Pradesh have taken the lead and have the highest number of certified rural masons. It is targeted to train 1 lakh rural masons by March, 2019 which will contribute towards not only the quality construction of PMAY-G houses in rural India but also to the skilled manpower pool of the country. In addition this will also help in getting better livelihood opportunities for the trained Masons.

States have also taken adequate steps to ensure continuous availability of construction material at reasonable prices so that the pace and quality of construction is not adversely affected.

Pucca houses constructed under PMAY-G with facilities like toilet, LPG connection, electricity connection, drinking water etc., are changing the rural landscape at a very fast pace. In some states PMAY-G houses are coming up in clusters/colonies which are generally for landless beneficiaries and these are provided many facilities in convergence with various Central and State schemes.

Technology has been used to empower the poor. House designs prepared by UNDP-IIT, Delhi or by the concerned states have been made available to beneficiaries to choose the house designs that they like. 168 house designs typologies, suitable to local conditions and using locally available construction material, have been developed for 15 States. These house designs are cost effective & disaster resilient and they have been vetted by Central Building Research Institute, Roorkee. Bouquet of these house designs has resulted in technically sound houses of different designs coming up in rural areas which are a treat to watch. These homes are not only changing the rural landscape but also bringing about a social transformation in villages across the country. The poor are getting safe homes and can live with dignity.

Cities Eligible for upto 7-star rating under Swachh Bharat Mission (Urban)---- 1st Regional Workshop on star rating of Garbage- Free Cities Inaugurated

The 1st regional workshop on star rating of garbage- free cities, organized by the Ministry of Housing and Urban Affairs (MoHUA) in collaboration with the New Delhi Municipal Council (NDMC) was inaugurated by Smt. Meenakshi Lekhi, Member of Parliament in the presence of Sh. Durga Shanker Mishra, Secretary, MoHUA. Sh Naresh Kumar, Chairman, NDMC & Sh. V K Jindal, National Mission Director - SBM(Urban) were also present at the event. Addressing the gathering, Ms Lekhi said that a coordinated approach with decentralized solutions should be put in place for tackling the huge generation of Municipal waste in the cities. Emphasizing on the importance of public participation in making cities garbage free, she also propounded for enforcing penalties for violators of hygiene and cleanliness principles.

Sh. Durga Shanker Mishra said that along with the annual Swachh Survekshan activity, the star rating of garbage free cities will create a healthy competition among the cities across the countries to achieve the goals of cleanliness and 100% solid waste management. The day -long workshop was attended by over 250 Urban Local Body (ULB) officials, including Mayors and Commissioners, from New Delhi, Jammu & Kashmir, Haryana and neighbouring ULBs of Uttar Pradesh. The workshop was held to familiarize and build the capacities of state and city officials and other relevant stakeholders about the newly launched Star Rating Protocol of Garbage- Free Cities by MoHUA, which is a holistic evaluation system for the entire solid waste management (SWM) value chain.

The Swachh Bharat Mission (Urban) focuses on two key objectives- eradication of open defecation and 100% scientific solid waste management (SWM) across all 4041 statutory towns and cities. To continue the momentum on scientific management of solid waste and motivate cities to achieve more cleanliness, the Star-Rating Protocol of Garbage Free Cities was launched by MoHUA on January 20, 2018. The 7-star rating is innovatively designed on a SMART (Single metric, Measurable, Achievable, Rigorous verification and Targeted towards outcomes) approach – making it the first-of-its kind rating tool for assessing cleanliness of cities and towns in India. The system, based on 12 parameters, builds on the spirit of healthy competition among cities and the aspirations of cities to progress towards higher standards of “Swachhata” and its sustainability. This was the first in a series of 17 workshops scheduled to be held across all states by June 2018 to institutionalize the protocol towards a Garbage Free India.

STAR RATING OF GARBAGE FREE CITIES -Parameters of star rating system

It is a single metric rating system, based on 12 parameters:

1. Door-to- Door Collection
2. Segregation at source
3. Sweeping of public, commercial and residential areas (no visible eyesores on

streets)

1. Waste Storage Bins, Litter Bins and material recovery facility
2. Bulk Waste Generators compliance
3. Scientific Waste Processing, Scientific Landfilling and C&D Waste Management
4. User Fees, Penalties, Spot Fines for littering and Enforcement of Ban on Plastic
5. Citizen grievance redressal and feedback system
6. Eradication of crude dumping of garbage and dump remediation
7. Cleaning of storm drains and surface of water bodies
8. Waste Reduction
9. Visible beautification in the city.

Key Features of 7-star rating-Designed on a SMART approach:

• SINGLE METRIC - Rating criteria encapsulates all components of MSWM as well as plastic waste, waste in drains and water bodies
• MEASURABLE - Criteria under each star rating has measurable parameters (e.g.% of HHs covered by D2D collection, % of waste processed, etc.)
• ACHIEVABLE - Each criteria and associated parameter has been devised to ensure that it is realistically achievable by cities.
• RIGOROUS VERIFICATION - Robust 2-step verification mechanism of both self-declaration and third party verification. Cities rated 1, 2 and 4-star must carry out self-assessment and self-verification, while 3-star, 5-star and 7-star cities will need to be certified through an independent third party. Moreover, a city should be ODF before going for 3-star and above certification.
• TARGETED TOWARDS OUTCOMES – Based on verifiable outcomes rather than inputs and processes (e.g. remediation of dumpsites, regular sweeping, collection of user charges, etc.)

Strengths of star rating protocol

• Outcome-based tool rather than process based, hence will enable institutionalization of good practices such as source segregation, scientific waste processing, penalties & spot fines for littering, and compliance of bulk waste generators, etc.
• Designed to enable cities to gradually evolve into a model (7-star) city, with progressive improvements in their overall cleanliness.
• At the 7-star level, 3R components of 3R (Reduce, Reuse, Recycle) incorporated.

Santosh Kumar Gangwar today called for special drive for increasing the registration of building and other construction workers

Union Minister for Labour and Employment, Shri Santosh Kumar Gangwar today called for special drive for increasing the registration and to stream line welfare benefit delivery mechanism so as to ensure that all the Building and other Construction (BOC) workers get their benefit. Addressing the National Conference on Building and Other Construction Workers Shri Gangwar said it is matter of concern that while there are more than 5 crore workers in the construction and building sector only 2 crore 86 lakhs have been registered so far.

The Minister said the Hon’ble Supreme Court had expressed concern over the cess fund lying unutilised with the States and have passed directions to register all the BOC workers and fully utilise the fund for their welfare. He added that the Supreme Court has emphasised the need for making Model Scheme which should include social security benefits of health, pension, Safety, education to standardize the social security schemes across the states which has been collected though the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and Building and Other Construction Workers’ Welfare Cess Act, 1996. He requested the States and other stakeholders to make use of recently launched National Portal to facilitate registration of BOC workers.

The day long Conference was Chaired by Labour and Employment Minister and attended by the State Labour Ministers, Chairman of the Central Advisory Committee on BOCW, Chairmen of the State Welfare Boards, representatives of CTUs, representatives of Employers, social partners, and senior officers of the States and the Central Government. The Conference was held to discuss on issues relating to working conditions, safety and welfare of construction workers.

Secretary (L&E), Shri U.P. Singh mentioned that it has come to notice that registration of a BOC workers, belonging to other States, is generally discouraged and that welfare benefits are not portable across the States which may be the major reason behind poor utilisation of cess fund. He requested the States to maximise registration, facilitate registration of migrant BOC workers and utilise cess fund to ensure social security benefits to the workers as stipulated under the Act and as underlined by the Hon’ble Supreme Court in its judgement.

The building and other construction workers (BOCW) are one of the most vulnerable segments of the unorganised sector workers in India.

One important outcome of the Conference was constitution of a Committee, having representatives from the States and other stakeholders, to draft a Model Welfare Scheme to provide standardised Social Security to of BOC workers.

Mobile App (m-Awas) for allotment of General Pool Residential Accommodation (GPRA) through Automated System of Allotment (ASA) launched

Facility will be extended to the applicants of 8 other cities where ASA has been implemented

Sh. Hardeep Puri, Minister of State for Housing and Urban Affairs (I/C) launched a Mobile App (m-Awas) for allotment of Government accommodations in General Pool Residential Accommodation (GPRA) in Delhi under the control of the Directorate of Estates, here today. Secretary, Housing and Urban Affairs, Sh. Durga Shanker Mishra and other senior officers of the ministry were also present on the occasion. The application has been developed by NIC. The dedicated application of online allotment i.e. e-Awas will support this App. A total number of 61,317 residential accommodations of various types are available in Delhi which are allotted to the eligible Central Government employees through Automated System of Allotment (ASA), by using login Id and password. The app will facilitate the applicants of the Central Government accommodation in Delhi as well as those who are in waiting list, to apply for allotment, view waiting list and the allotment lists. The app is user friendly and can be made operative from an android mobile phone. It can be downloaded free of cost from the website of GPRA i.e. https://gpra.nic.in .

The facility will be extended to the applicants of 8 other cities where ASA has been implemented and for the purpose of registration and filling of DE-II form.

Centre Committed to In-Situ Redevelopment of Slums in Delhi: Puri

Foundation Stone Laid for Kathputli Colony In-Situ Redevelopment Project

Sh. Hardeep Puri, Minister of State(I/C), Ministry of Housing and Urban Affairs reiterated the Centre’s commitment for In-situ redevelopment of slums areas in Delhi to achieve the vision of housing for All. He was speaking while laying the foundation stone for the In-situ redevelopment project at Kathputli Colony in the presence of Sh. Anil Baijal, Lt. Gov of Delhi, here today. Secretary, Housing & Urban Affairs Sh. Durga Shanker Mishra and Vice Chairman of DDA Sh. Uday Pratap Singh were also present on the occasion. Addressing the gathering, Sh Puri stated that the project at Kathputli Colony will be not only a slum re-development project but also rekindle hope and trust between the State and similarly placed citizens in other slums. He further said that this redevelopment project, which was conceived way back in the year 2009, is finally seeing the light of the day and will provide clean, well planned and habitable units together with adequate social infrastructure to the people of Kathputli colony.

The Minister further informed that this is one of the first re-development projects under the Public Private Partnership (PPP) mode. As per the Agreement with the private partner in this project, the developer has to construct 2,800 EWS houses (30.5 Sq. mtr. each) and in the interim provide transit camp with 2,800 porta cabin dwelling units and other amenities/ facilities for jhuggi dwellers. The developer will meet his cost through building and disposing of freehold flats and commercial built up area equivalent to 10% of EWS FAR on lease hold basis.

Apart from the residential units, the project involves provision of community facilities in an area of 0.25 acres, which include Heritage/ Exhibition Museum, Kaushal Kala Vikas Kendra, Multipurpose Hall, Basti Vikas Kendra, Health Centre, Shishu Vatika, Amphitheater, essential Retail Outlets, Police Post, Religious site, Selling booths/weekly market, Art & Craft, Children’s Park and area for marriage ceremonies. Thus, it will be a self-sufficient unit with all the facilities available to the residents within their vicinity. Adequate facilities and provisions are proposed to be provided for performance, training on the ground and to conduct their performance sessions. Along with this, display areas for their artefacts are also provided so that they can showcase and sell and even export, their art and handicrafts to visiting tourists which will enable them to earn for themselves and will help for their socio-economic upliftment. The amphitheatre being constructed will enable the community to hold large public performances.

DDA is implementing the project under the ambitious Pradhan Mantri Awas Yojana in which one of the verticals provides for in-situ rehabilitation of existing slum dwellers is undertaken using land as a resource through private participation. The cost involved per dwelling unit is ₹ 1,12,000/- and ₹ 30,000/- for maintenance for a period of five years.
