NEW DELHI: Pursuing the goal of 'Housing for All' by 2022, the government proposes to build more than two crore houses across the country, including for slum-dwellers, under a massive programme to which final shape was given at a meeting chaired by Prime Minister Narendra Modi here on Wednesday.

Under the programme which will involve private participation, six lakh houses will be built in Delhi, 16 lakh in Mumbai and four lakh each in Chennai and Kolkata, a PMO statement said, adding these figures may go up after the demand assessment is completed.

The programme will begin with a baseline survey to assess the demand for such housing and identify resource requirements amid the Prime Minister's instruction that first priority should be to towns and cities along the banks of river Ganga and its tributaries.

"The programme proposes to build two crore houses across the nation by 2022. This would cover both slum housing and affordable housing for weaker sections. It will cover urban poor living in slums, urban homeless and new migrants to urban areas in search of shelter. It would cover metros, small towns and all urban areas," the statement said.

The government has set the goal of 'Housing for All' with water connection, toilet facilities and electricity to be achieved by 2022, by when the nation will complete 75 years of its Independence.

"The meeting was to finalise the contours of the 'Housing for All' mission, which is one of the priority commitments of the government," it said.

As a large portion of the programme is to be financed in a PPP mode by leveraging land and other resources in urban areas, the Prime Minister directed all the departments concerned to immediately finalise the financing models

Within two months of the launch of the Housing for All (Urban) Mission, 15 States have signed Memorandum of Agreement (MoA) with the Ministry of Housing & Urban Poverty Alleviation committing themselves to implement six mandatory reforms essential for making a success of the housing mission in urban areas. 305 cities and towns also have been identified in nine of these states for beginning construction of houses for the urban poor.

By signing the MoA, the States have taken up the responsibility of implementing the six reforms which include:

1.Doing away with the requirement of separate Non Agricultural Permission (NAP) in case land falls in the residential zone earmarked in the Master Plan of city or town;

2.Preparing or amending Master Plans earmarking land for Affordable Housing;

3.Putting in place a single-window-time bound clearance system for layout approvals and building permissions;

4.Doing away with approvals below certain built up area/ plot size in respect of Economically Weaker Sections and Low Income Groups;

5. Legislating or amending existing rent laws on the lines of the Model Tenancy Act circulated by the Ministry of HUPA ; and

6. To provide additional Floor Area Ratio (FAR)/Floor Space Index/Transferable Development Rights (TDR) and relax density norms , for slum redevelopment and low cost housing.

States that have agreed to implement the above reforms include : Andhra Pradesh, Bihar, Chattisgarh, Gujarat, Jammu & Kashmir, Jharkhand, Kerala, Madhya Pradesh, Manipur, Mizoram, Nagaland, Odisha, Rajasthan, Telangana and Uttarakhand.

305 cities and towns in nine of these states have been identified for building houses for urban poor. These include –Chattisgarh (36 cities/towns), Gujarat (30), Jammu & Kashmir (19), Jharkhand (15), Kerala (15), Madhya Pradesh (74), Odisha (42), Rajasthan (40) and Telangana (34).

Under the Housing for All initiative of the Central Government, names as ‘Pradhan Mantri Awas Yojana and launched by the Prime Minister Shri Narendra Modi on June 25 this year’, 2 crore houses are targeted to be built for the poor in urban areas by the year 2022, coinciding with the 75 year of Independence.

Under this urban housing mission, central government will provide an assistance in the range of Rs.1.00 lakh to Rs.2.30 lakh per house under different components of the Scheme including In-situ redevelopment of slums using land as resource, Credit linked Subsidy Scheme, Affordable Housing in Partnership and Beneficiary led individual construction/improvement.

With the announcement of lists under Smart City Mission, AMRUT and Housing for All, there has been a clear convergence of implementation of the three schemes. The 9 states that have identified 305 cities for housing for urban poor, also account for 26 smart cities and 136 AMRUT cities. Of these, smart city mission, AMRUT and Housing Missions will be implemented in 25 smart city aspirants enabling convergence of schemes and resources of State and Central governments. In 136 AMRUT cities, housing projects will also be undertaken.

In case of Telangana, both the smart city aspirants of Greater Hyderabad Municipal Corporations and Warangal, AMRUT and Housing missions will be implemented. Similarly, in other AMRUT cities of Adilabad,Karimnagar, Khammam, Mahaboobabad, Miryalaguda, Nalgonada, Nizamabad and Suryapet, Housing for All mission will be implemented resulting in convergence.

Minister of Urban Development and Housing & Urban Poverty Alleviation Shri M.Venkaiah Naidu has welcomed this convergence. He said : “This convergence of urban schemes helps in better utilization of resources resulting in visible improvement in urban areas. I am glad that state governments are resorting to convergence based approach as intended by the central government.”

Ministry of HUPA clears first affordable housing projects under Housing for All Mission

Chattisgarh to build 26,034 houses for EWS and LIG

Centre to provide assistance of Rs.190 cr for EWS housing Chattisgarh has become the first state to get central government’s approval for taking up affordable housing projects in urban areas under Prime Minister’s Awas Yojana (PMAY) launched in June this year. An inter-ministerial Central Sanctioning-cum-Monitoring Committee chaired by Dr.Nandita Chatterjee, Secretary(Housing & Urban Poverty Alleviation) approved state government’s proposals for building 26,034 houses in 11 cities and towns in the state. Of these, 12,670 are for beneficiaries belonging to Economically Weaker Sections (EWS) and 13,364 for Low Income Group (LIG).

The projects approved will be taken up in : Raipur, Naya Raipur, Bhilai industrial Estate, Rajnandagaon, Nardaha(Raipur), Jorapalli(Raigarh), Bilaspur(Chilhati), Shriramnagar (kanker), Machewa(Mahasamund), Balod(Sivni) and Sukma.

Houses for EWS have been sanctioned under the ‘Affordable Housing in Partnership’ component of PMAY. The Central Sanctioning Committee also approved central assistance of Rs.190 cr for these 12,670 EWS houses @ Rs.1.50 lakhs as per Mission Guidelines. LIG houses will be built under Credit Linked Subsidy component of Housing Mission for which Central Nodal Agencies –National Housing Bank and HUDCO (Housing and Urban Development Corporation) have been authorized to provide interest subsidy @ 6.50% on loans up to Rs.6.00 lakhs for each eligible beneficiary for a loan tenure of 15 years.

The Committee also approved release of first installment of Rs.76 cr to Chattisgarh government. State Urban Development Agency is the nodal agency for housing mission while Chattisgarh Housing Board is the implementing agency.

Affordable Housing in Partnership (AHP) is meant only for beneficiaries belonging to EWS under which 35% of the houses proposed to be built shall be reserved for EWS with project size of minimum of 250 houses. Reservation for EWS in the AHP Projects approved for Chattisgarh in 11 cities ranged from 36% to 52%.

City-wise details of EWS houses to be built are : Raipur-3104, Naya Raipur-7720, Bhilai Industrial Estate-192, Rajnandgaon-272, Raipur(Nardaha)-192, Jorapalli-144, Chilhati-272, Shriramnagar-134, Machewa-336, Balod-140 and Sukma-164.

Every city in the country should become a Smart City: Vice President

Performs Bhoomi Poojan for Ranchi Smart City

The Vice President of India, Shri M. Venkaiah Naidu has said that every city in the country should become Smart City and we must put efforts in that direction. He was addressing the gathering after performing Bhoomi Poojan for the Ranchi Smart City, in Ranchi, Jharkhand today. He also laid foundation stone for Urban Civic Tower, Convention Centre and Jharkhand Urban Planning and Management Institute in the Campus of Ranchi Smart City Area. The Governor of Jharkhand, Smt. Droupadi Murmu, the Chief Minister of Jharkhand, Shri Raghubar Das, the Minister for Urban Development and Housing Department, Government of Jharkhand, Shri C.P. Singh and other dignitaries were present on the occasion.

The Vice President said that the state of Jharkhand is adorned with natural beauty and forty percent of India's mineral wealth is in the state. He further said that mineral resources of Jharkhand should be used for public welfare, especially for the person standing last in the line. For the success of the Smart City transparency and order in the system is also required, he added.

The Vice President said that the Smart City means beautiful, where all types of facilities are available to the citizens. He further said that electricity, drinking water, better education, medical and transportation facilities are available. For the smart city, the role of public representatives and general public with the government is crucial and together, all should contribute for the formulation of this.

The Vice President said that there is no place for violence in democracy and those who commit violence should never be encouraged. The security of each person is very important and peace needed for the development, he added.

Following is the text of Vice President's address:

"Friends, I am extremely delighted to lay the foundation stone of Ranchi Smart City.

A total of 90 cities have been selected for smart cities in the entire country and Ranchi in Jharkhand became the first city in the country where Bhoomi Poojan Program for building smart city is concluded, in the coming days Ranchi will become an inspirational city in the country. Selection of Ranchi is not merely selected as I was Urban Development Minister, but Ranchi has all those points which were necessary for the selection of a Smart City. All citizens of the state should discharge their responsibility for the construction of this smart city and decide your role in the task. The people will participate in the programme if the government is transparent, accountable and trustworthy.

No plan can be successful without the participation of the people. Smart City project is given to Ranchi with the efforts of citizens of Ranchi. Ranchi will be the country's first Green Field Smart City. This city will be an inspiration for entire Jharkhand.

Jharkhand is having 40% of country's minerals, abundant natural resources and a visionary Chief Minister. Just make the people of the state smart and take advantage of this opportunity to ensure their participation.

If the world is moving then why should we stay behind? It is necessary for the country that all the cities of India are smart and this is also the goal of our Prime Minister. People need to change their thinking. People think that what will happen if we become a smart city, they come out from such a thinking. The smart city will work for the state as a light house and help people to move in the right direction, as in the ocean the light house indicates the ships the correct path.

If Smart City is there, then there will be other necessary facilities, including better health, education, basic amenities. The Center and the State Government are providing 500-500 crore rupees for the construction of Smart City, but all of us have to dedicate ourselves to the resources to build it.

Smart City means beautiful city, where all facilities are available for citizens. Facilities like electricity, drinking water, education, medical, transportation etc. It will be a success only when we work with transparency and accountability. Jharkhand has to give a message to the whole country by completing the Ranchi Smart City in time.

When I was the Minister of Rural Development in the then Prime Minister Shri Atal Bihari Vajpayee's Government, he thought of strengthening the National Highway, which was also opposed why tax payers money is spent for the road construction. But Shri Vajpayee created the four National Highways and facilitated the movement of people, everyone accepted it and welcomed the change. Later I told Shri Vajpayee the plan to build roads in the village, it was also opposed. But the Pradhanmantri Gram Sadak Yojana was launched by showing his zeal for the development of the village and went on joining the village to the city. It is necessary to understand that we need to change with time. Center, state government, panchayat and general public all should discharge their responsibilities.

State will develop as long as the law and order in the state is normal. The theory and ideology are different. Those who oppose should convince the people with their ideology and come out through elections and become Chief Minister, Prime Minister and People Representatives. It will be acceptable to all but it is not your right to do this with the gun. The Vice President said that violence has diminished in Jharkhand to a large extent. Human rights activists raise voice only when the Maoists are killed, but they should also raise their voice when a Policeman martyrs. Those who commit violence should not get encouragement.

Andhra Pradesh to construct over 5 lakh affordable houses in urban areas in 15 months

AP Minister of Housing & Urban Development meets Shri Hardeep Singh Puri

The Andhra Pradesh Government today assured the centre that over five lakh affordable houses will be built in urban areas of the State under Pradhan Mantri Awas Yojana (Urban) in the next fifteen months.

Progress of PMAY(Urban) in the State was discussed in detail when the Andhra Pradesh Minister of Housing & Urban Development Dr.P.Narayana met the Minister of Housing & Urban Affairs Shri Hardeep Singh Puri here today. Noting that Andhra Pradesh was sanctioned the highest number of houses under PMAY(Urban), Shri Puri enquired about the progress of this mission in Andhra Pradesh.

Dr.P.Narayana informed Shri Puri that the State Government spent considerable time in identifying appropriate technology for constructing houses under PMAY(Urban) while at the same time conforming with the norms for disaster resilience etc. He said that after detailed consideration, the State Government chose ‘shear wall’ technology for this purpose and recently Foundation Stone was laid for construction of over one lakh dwelling units under PMAY(Urban).

Dr.Narayana also stated that construction of 5.39 lakh houses for urban poor sanctioned by the central government under PMAY(Urban) will be completed in the next fifteen months.

Shri Hardeep Singh Puri complimented the Andhra Pradesh Government for this commitment and also for good performance under Swachh Bharat Mission (Urban).

Dr.Narayana discussed the proposal for Vijayawada Metro Rail project and sought early clearance. Shri Puri informed him that as and when the revised proposal is received, it will be given due consideration, keeping in view the focus of the State Government on improving public transport infrastructure in the State.

House Building Advance 2017

The Government has revised the House Building Advance (HBA) rules for Central Government Employees incorporating the accepted recommendations of the 7th Pay Commission. Following are the salient features of the new rules:-


1. The total amount of advance that a central government employee can borrow from government has been revised upwards. The employee can up to borrow 34 months of the basic pay subject to a maximum of Rs. 25 lakhs (Rs. Twenty Five Lakhs only), or cost of the house/flat, or the amount according to repaying capacity, whichever is the least for new construction/purchase of new house/flat. Earlier this limit was only Rs.7.50 lakhs.

2. Similarly, the HBA amount for expansion of the house has been revised to a maximum of Rs.10 lakhs or 34 months of basic pay or cost of the expansion of the house or amount according to repaying capacity, whichever is least. This amount was earlier Rs.1.80 lakhs.

3. The cost ceiling limit of the house which an employee can construct/ purchase has been revised to Rs.1.00 crore with a proviso of upward revision of 25% in deserving cases. The earlier cost ceiling limit was Rs.30 lakhs.

4. Both spouses, if they are central government employees, are now eligible to take HBA either jointly, or separately. Earlier only one spouse was eligible for House Building Advance.

5. There is a provision for individuals migrating from home loans taken from Financial Institutions/ Banks to HBA, if they so desire.

6. The provision for availing ‘second charge’ on the house for taking loans to fund balance amount from Banks/ Financial Institutions has been simplified considerably. ‘No Objection Certificate’ will be issued along with sanction order of HBA, on employee’s declaration.

7. Henceforth, the rate of Interest on Housing Building Advance shall be at only one rate of 8.50% at simple interest (in place of the earlier four slabs of bearing interest rates ranging from 6% to 9.50% for different slabs of HBA which ranged from Rs.50,000/- to Rs.7,50,000/-) .

8. This rate of interest shall be reviewed every three years. All cases of subsequent tranches/ installments of HBA being taken by the employee in different financial years shall be governed by the applicable rate of interest in the year in which the HBA was sanctioned, in the event of change in the rate of interest. HBA is admissible to an employee only once in a life time.

9. The clause of adding a higher rate of interest at 2.5% (two point five percent) above the prescribed rate during sanction of House Building Advance stands withdrawn. Earlier the employee was sanctioned an advance at an interest rate of 2.5% above the scheduled rates with the stipulation that if conditions attached to the sanction including those relating to the recovery of amount are fulfilled completely, to the satisfaction of the competent authority, a rebate of interest to the extent of 2.5% was allowed.

10. The methodology of recovery of HBA shall continue as per the existing pattern recovery of principal first in the first fifteen years in 180 monthly instalments and interest thereafter in next five years in 60 monthly instalments.

11. The house/flat constructed/purchased with the help of House Building advance can be insured with the private insurance companies which are approved by Insurance Regulatory Development Authority (IRDA).

12. This attractive package is expected to incentivize the government employee to buy house/ flat by taking the revised HBA along with other bank loans, if required. This will give a fillip to the Housing infrastructure sector.

Hardeep Puri Asks HUDCO to Prioritize Affordable Housing

HUDCO Build Tech 2017 Inaugurated

Shri Hardeep S Puri, Housing and Urban Affairs Minister has asked HUDCO to prioritize Affordable Housing in all its endeavors to contribute to Housing for All by 2022. He was speaking at the inauguration of HUDCO Build Tech– 2017 pavilion at ITPO here today. Sh Ravi kanth, CMD, HUDCO was also present on the occasion. Addressing on the occasion, Sh Puri lauded HUDCO’s contribution through financing a wide range of housing and infrastructure projects including roads, bridges, hospitals, metro rail, etc., and partnering in Pradhan Mantri Awas Yojana (PMAY), NULM etc.

Explaining to the Minister, CMD HUDCO informed that it is a techno-financial institution and the exhibition has tried to capture the multi-dimensional roles played by HUDCO towards sustainable development and particularly urban development. The exhibition focuses on the housing & infrastructure projects and innovative consultancy assignments in architecture, city planning, utilization of cost effective and sustainable building materials, technologies and services, and energy efficient Green Buildings, CSR etc. “HUDCO’s contribution is not just limited to affordable housing but also contributes through financing of national assets like Lucknow Agra Expressway, Bengaluru Metro Rail and Cochin International Airport etc. HUDCO has contributed to sustainable development through its financing of water supply schemes, riverfront development as well as creation of public spaces and conservation of lakes. The exhibition captures the tremendous work done by HUDCO for affordable housing and urban infrastructure in the country”, he added.

CMD, HUDCO informed that the company has also designed some landmark projects in the capital city of New Delhi, ecologically sensitive area of Sikkim as well as affordable housing in Jammu & Kashmir and Madhya Pradesh. HUDCO is a Central Nodal Agency (along with NHB) for the Credit Linked Subsidy Scheme (CLSS) component of the Govt. of India programme Pradhan Mantri Awas Yojana (PMAY) – Urban. A corner in the exhibition showcases HUDCO’s contribution towards successful implementation of this ambitious programme that aims to provide Housing for All by 2022.

HUDCO has made a concerted effort to reach the unreached as well as support the flagship programmes of the Govt. of India such as Swachh Bharat and Skill India etc. Through its CSR assistance towards purchase of Mini Tippers for collection of solid waste in Guwahati and construction of toilets in schools, HUDCO has expressed its commitment in making our Prime Minister’s dream of Swachh Bharat a reality. The construction of class rooms and skill development training are yet other examples to empower the downtrodden through education and livelihood promotion. HUDCO has also extended CSR assistance for construction of Night Shelters with sanitation facilities in many cities including Chennai Ahmedabad etc. to provide shelter to the most deprived sections of the society – the urban homeless.

The exhibition showcases HUDCO’s effort towards conservation of built heritage. HUDCO collaborated with National Culture Fund, a Govt. of India organization for conservation of Sunderwala Mahal, a protected Architectural heritage. A unique initiative of HUDCO is construction of a work shed in Gangtok for cobblers to protect them from the vagaries of nature and ensure uninterrupted work hours.

Housing Sector shortage close to 10 million units-to be addressed through PMAY: Puri

Real Estate act- a pioneering legislation, to have a long term transformative effect.

ShHardeep S Puri, the Minister of State (I/C) Housing and Urban Affairs has stated that the Real Estate Act is a pioneering legislation which will have a long term transformative effect. “We have put in place an eco-system to ensure that real estate sector is properly governed and buyers are empowered. I have absolutely no doubt that the history of Real Estate in India will be written in two segments, pre and post RERA. The pre-RERA phase was characterised by the dreams and ambitions to own a house of many being dashed for a considerable period of time by a few persons exploiting that dream. We are not out of that phase yet,” he added. He was speaking at the RICS Real Estate Conference on “policy, reform and regulation: the backbone of Indian Real Estate” here today.

Addressing the participants, ShPuri observed that the lack of finances was only part of a problem for owning a house. There was very little transparency in the housing sector. Broken promises, incomplete housing projects tell a tragic tale of untold misery inflicted on hapless citizens who, in many instances, had pledged their life time savings and even the family silver just to own a house. We are still witnessing the final phase of a cleaning up process involving the misdemeanours of a few who tarnished the image of the many developers who were genuine in their dealings, he further said.

Referring to a technical study conducted in 2011 which placed the housing shortage at 18.76 million in urban areas, of which 96% is in the EWS segment and in LIG Housing, the Minister said that subsequent assessments led to a revision of this figure and in the final analysis, the shortage is likely to be around or in excess of 10 million units which is aimed to be addressed through the flagship programme ‘PMAY’ (Pradhan MantriAwasYojana) Urban, of the Government of India. Shri Puri stated that the thrust of the Mission has been to make available housing for the Economically Weaker Sections (EWS), Lower Income Groups (LIG) and also the MIG (Middle Income Group), by harnessing Government land. “We have also released various PPP Models to encourage housing through private partnership. Among the distinctive features of this scheme are that government will make available the land and in addition provide a subsidy to each allottee and assist in obtaining easy financing from banks for the remaining sum required. The house will be in the name of the lady individually or co-jointly with the male member of the family. This will help gender empowerment. It will have a kitchen and a toilet and serve to help foster security of the girl child.”, he further added.

Stressing the importance of the Housing Sector, the Minister said that it plays a catalytic role in fulfilling the demand for housing and infrastructure in the country and is the second largest sector after agriculture providing employment to 6.86% of the workforce in the country. While the sector has grown significantly in recent years, it has largely been unregulated, with absence of professionalism and standardization, and lack of adequate consumer protection. It has also largely been opaque, with consumers often unable to procure complete information, or enforce accountability against builders and developers in the absence of effective regulation. The biggest fallout affecting the sector is delay in project completion; diversion of funds collected from buyers; one-sided contracts in the absence of adequate supply; reneging on contractual commitments by both the developers and the buyers; and constraints in financing and investment options available to the sector, thereby affecting its long-term growth.

Referring to RERA, he observed that the Act itself is a response to the dire need of Indian consumers and in discharge of the sovereign functions towards public interest. The Act upholds the spirit of federalism by allowing the States to set up the Regulatory Authority and the Appellate Tribunal, and the role of the Central Government is limited to Union Territories without legislature. The Act is aimed at consumer protection, by creating an online system for information sharing so that there is mutual trust between the developer and the buyers, and projects are implemented in time.

Cabinet approves the increase in the carpet area of houses eligible for interest subsidy under the Credit Linked Subsidy Scheme for the Middle Income Group under Pradhan Mantri Awas Yojana

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the increase in the carpet area of houses eligible for interest subsidy under the Credit Linked Subsidy Scheme (CLSS) for the Middle Income Group (MIG) under Pradhan MantriAwasYojana (Urban).


To further enhance the scope, coverage and outreach of the Scheme, the Cabinet has approved the following:


i. increasing the carpet area in the MIG I category of CLSS from the existing 90 square metre to "up to 120 square metre" and increasing the carpet area in respect of MIG II category of CLSS from the existing 110 square metre to "up to 150 square metre"; and

ii. making the above change effective from 01.01.2017 i.e. the date the CLSS for MIG had become effective.


The CLSS for MIG is a pro-active step in meeting the challenges of urban housing shortage. It also is a pioneering step to enable the Middle Income Group to access the benefits of an interest subsidy scheme.

The CLSS for MIG covers two income segments in the MIG viz. Rs.6,00,001 to Rs.12,00,000 (MIG-I) and Rs.12,00,001 to Rs.18,00,000 (MIG-II) per annum. In

the MIG-1, an interest subsidy of 4% has been provided for loan amounts up to Rs.9 lakh while in MIG-2, an interest subsidy of 3% has been provided for loan amount of Rs.12 lakh. The interest subsidy will be calculated at 9% NPV over a maximum loan tenure of 20 years or the actual tenure, whichever is lesser. Housing loans above 9 lakh and 12 lakh will be at non-subsidized rates.



The CLSS for MIG is currently effective up to 31.03.2019.



Impact


· The limit of 120 sq m. and 150 sq m. is seen as a reasonable enhancement and would cater to the market generally scouted by the MIG belonging to the two income categories specified in the scheme.

· The increase in carpet area will enable the Ml category of individuals to have a wider choice in Developers' projects.

· The increased carpet area will also give a boost to the sale of ready built flats in the affordable housing segment.


Background:


Ministry of Housing and Urban Affairs is implementing the Credit Linked Subsidy Scheme for Middle Income Group (CLSS for MIG) under the Pradhan MantriAwasYojana (Urban) since 1.01.2017 pursuant to Hon'ble Prime Minister's address to the Nation on 31.12.2016 announcing increased benefits for poor people availing housing loans, and a new interest subsidy scheme for housing loans for the Middle Income Group (MIG).

Silvassa Tops The List of Winner Cities--Erode, Diu, Biharsharif, Itanagar & Kavaratti Selected in Round 4 of Smart Cities--Bareilly, Moradabad & Saharanpur in UP also selected—99 Smart Cities selected so Far

Total proposed investment in 99 smart cities to be Rs.203979 crores 9 smart cities to have approximately 409 projects with an investment of Rs.12824 crores Announcement of Liveability Index Programme to Assess Liveability in 116 Indian Cities

Shri Hardeep S. Puri , Minister of State (I/C) for Housing & Urban Affairs has announced the Round 4 winning cities of National Smart Cities Challenge. Addressing a Press Conference here today, the Minister informed that Silvassa from Dadar & Nagar Haveli has topped the list of winning cities in this round of competition. Other winning cities are –



  • Erode, Tamil Nadu
  • Diu, Daman & Diu
  • Biharsharif, Bihar
  • Bareilly, Uttar Pradesh
  • Itanagar, Arunachal Pradesh
  • Moradabad, Uttar Pradesh
  • Saharanpur, Uttar Pradesh and
  • Kavaratti, Lakshwadeep


Addressing the media persons here today, the Minister said that, “It is heartening to note that the winning cities have improved the quality of their Smart City Proposals by 19% (average) to become eligible for selection. Each city has developed a unique vision and has selected an area (ABD) which will be developed as a lighthouse, to be replicated by the city. The 9 cities selected have proposed an investment of Rs 12,824 crores of which Rs 10,639 crores would be in Area Based Development (ABD) and Rs 2,185 crores in Pan City initiatives which would be impacting 35.3 lakh persons living in these areas, he added. Smart roads, rejuvenation of water bodies, cycle tracks, walking paths, smart classrooms, skill development centres, upgradation of health facilities and Pan City Projects which include integrated command control centre and ICT based municipal services”.

These 9 Cities have approximately 409 projects. The funding sources for these projects is proposed to be with; SCM – with contribution from State and Centre 61.25%, Convergence 24.19%, PPP 12.90%, Own sources 1.57%, and Other sources 0.09%. With today’s announcement 99 cities Smart Cities have been selected. Previously, 20 cities were selected in January 2016, 13 cities in May 2016, 27 cities in September 2016 and 30 cities in June 2017. With the selection of these nine cities, the total proposed investment in the 99 Smart City Mission would Rs 2,03,979 crores.

Providing details of the progress made in Smart Cities, Shri Puri informed that “so far 85 out of 90 cities already selected have incorporated their SPVs and 61 Cities have procured PMCs; another 8 cities are in various stages of hiring their PMCs. With more and more cities now equipped with a team of consultants and administrative teams, we can expect the progress in the start of work in projects to grow exponentially, over the next six months. Smart City Mission is setting a new benchmark in terms of project implementation. In duration of 2 years, which is a small period in terms of urban development life-cycle, the mission is picking up momentum. There has been more than 350% increase in the value of 'completed projects' and 230% increase in ‘work started projects’ over the last six months. Smart cities are implementing state of the art innovative ideas in their projects. These are bringing about unprecedented improvement in the quality of life of people”. Some examples:-

Smart City Centers based on advanced technologies: Smart City Centers have become operational in four cities like Pune, Surat, Vadodara & Kakinada and work is in progress in another 18 cities. Tenders to develop such Smart City centers have been issued in 11 more cities. In Rajkot for instance, after deployment of surveillance system, a part the Smart City Centre, crime-incidents have reduced by 17%, from 3,068 in 2016 to 2,554 in 2017; the city administration was able to completed 906 rallies/public meetings/VVIP movements during election period last year without a single incident of violence or disruption. Integrated traffic management has increased the traffic speeds and reduced traffic congestions. Surely, it has helped in cleaner air for people to breathe.

Street redesign projects have visual impact with provisions for cycle tracks and footpaths, promoting non-motorized transport. While 32 cities have issued tenders, and work has begun in 17 of them. For example, in Pune Street redesign project, in an 8 km stretch a pilot section of 1.5 kms has being developed has improved accessibility for elders, dedicated spaces for pedestrians & bicycle users, and beautification of the space by creating sitting zones and installation of public art with CSR funds has been very well received by citizens.

Similarly, for smart reuse and wastewater projects 33 cities have issued tenders, and work has begun in 16 of them.

In order to promote renewable energy usage in our cities, projects of about 250 MW for providing Solar projects on rooftops of government buildings are already installed. Till date, 44 cities have issued tenders, and work has begun in 38 cities. Most of these cities have completed their projects.



As on 17 January 2018 there are 2,948 projects worth Rs. 1,38,730 crore are in various stages of implementation. 189 projects worth Rs. 2,237 crore have been completed, and implementation is underway for 495 projects with a cost of Rs. 18,616 crore; furthers tenders have been floated for 277 projects with a cost of Rs.15,885 crore; while 1,987 projects worth Rs.1,01,992 crore are at DPR stage.

As far as the priority sector interventions are concerned, 36 of the 60 cities have already initiated the smart roads and 30 cities have initiated integrated command and control projects. Additionally, 37 cities have initiated smart water projects and 44 cities have initiated solar projects. Architectural, place making and city beautification projects have been initiated in 40 cities.

In the first sixty cities selected, there are 278 PPP projects worth Rs. 24,408 crore proposed to be developed with PPP. By the end of December 2017 out of these 278 projects, 20 PPP projects worth Rs. 367 crore have been completed and work has started in 51 more projects worth Rs. 4,767 crore. Moreover, tenders for 29 PPP projects worth Rs. 2,674 crore have issued tenders and are in the process of finalization. The PPP projects under implementations spread across sectors like housing, waste to energy plants, smart parking, public bike sharing, Smart Card app – based citizen service delivery, installation of roof-top solar etc.

Progress over the last six months: In August 2017, there were only Rs 626 crore worth of projects completed. This number has risen to Rs 2,236 crore by December 2017. Similarly, six months ago, in August 2017 work orders were issued for projects worth Rs 7385 crore. This increased by 230% by December end to about Rs 17,000 crore; which has further increased to 18,616 crore by January 18.

Commencement of the Liveabillty Index Programme



The Housing & Urban Affairs Minister also announced the commencement of the Liveability Index Programme in 116 cities. The MoHUA is implementing several flagship Urban Missions. An overarching goal of these missions is to make Indian cities more ‘Liveable’. To develop a common minimum framework for cities to assess their existing status and chart their pathway towards providing a better quality of life to their citizens, the MoHUA has developed a set of ‘Liveability Standards’ relevant to Indian cities to generate a Liveability Index and rate cities. These standards were launched in June, 2018. The framework has its genesis in the 24 Smart City features contained in the Smart City Proposals and includes 79 indicators (57 Core Indicators and 22 Supporting Indicators). These indicators are organised in 15 distinct ‘Categories’, designed for measuring various institutional, social, economic and physical aspects that affect the quality of life of citizens and determine the ‘Liveability’ of a city.



MoHUA through an international bidding process under World Bank funded CBUD programme has selected M/s IPSOS Research Private Limited in consortium with M/s ATHENA INFONOMICS India Private Limited and Economist Group Limited for assessment of liveability indices in 116 cities.



  1. Some of the key outputs of the exercise will include:


    1. Roll out of over 30 capacity building workshops to understand ‘urban data’ and equip cities with the necessary tools and knowledge to create the database for the evaluation.
    2. Reconnaissance visits to all 116 cities to capture critical city-level information to inform the city assessment reports.
    3. Over 1 lakh citizen and user surveys across the country to measure satisfaction on urban services.
    4. A state of the art ‘Economist-Portal’ to spatially map the data and the ‘Liveability Index’ outputs that will serve as a knowledge base for decision making on policy and planning.
    5. A framework to systematically capture City GDP, which may be integrated and rolled out in subsequent rounds.
    6. Ranking of cities on the basis of Liveability Index to promote competitive environment amongst cities that result will in systematic improvements in quality of life.

Infrastructure status to affordable housing to ensure lower borrowing rates, tax concessions & increased flow of Foreign & Private Capital : Hardeep Puri

RERA – REITs, higher tax breaks on home loans, GST, rationalising of stamp duty/registration charges to spur the housing & construction activities

In order to promote affordable housing, the government has made several efforts to create enabling environment and eco-system.Towards such an end, the Government has granted infrastructure status to affordable housing which will enable these projects to avail the associated benefits such as lower borrowing rates, tax concessions and increased flow of foreign and private capital. The announcements were also made pertaining to the affordable housing such as profit-linked income tax deduction, relaxations on tax for vacant/unsold units for 1 year, counting of the carpet area instead of the built up area of 30 and 60 sq.m., among others. This was stated by Shri HardeepPuri, Minister of State of Housing & Urban Affairs (I/C) at exclusive institutional investor event held here today.

Addressing the participants, Shri Puri informed that additional measures, such as the Real Estate (Regulation and Development) Act, 2016 (RERA), Real Estate Investment Trusts (REITs), the Benami Transactions (Prohibition) Amendment Act 2016, higher tax breaks on home loans, the Goods and Services Tax (GST), land related reforms, optimizing development control rules, rationalizing of the stamp duty and registration charges, digitalization etc. have also been introduced. “These will be effective in spurring the housing and construction activities, providing huge relief to real estate developers. Also, these would attract private and foreign investments in the housing sector, having a positive multiplier effect on GDP and labor market. We are aware that availability of encumbrance free land within existing municipal areas for urban housing schemes is not an easy task. Therefore, provision has been made to include rural areas falling within the notified Planning/Development areas, under ambit of PMAY (U). It would leverage availability of additional land at cheaper cost for construction of affordable houses”. Responding to the demand and supply gap in affordable housing the Government of India launched Pradhan MantriAwas Yojana (PMAY)-Urban in 2015. The larger goal is to fulfill the housing need of homeless urban poor and enable them to own decent pucca houses with basic infrastructure facilities by 2022. Based on demand assessment at the state level, the nation has the mammoth task of constructing about 12 million houses under EWS/LIG segment of the society in order to achieve the goal of Housing for All, he added.


The Global Housing Construction Technology Challenge (GHCTC) a mega global event has been initiated to attract innovative construction technologies which are adaptable, sustainable, low cost and can be used for creating Large Scale Affordable Housing at rapid pace. Over the next five years until 2022, we will see affordable housing action on the ground unfolding at an increasingly rapid pace - and everyone, not least of all the country's economy and most importantly the long-neglected end-user of affordable housing, stands to benefit, he further added.
