India to scrap Rs 6,000-cr deal for minesweepers - Hindustan Times

Middlemen may have sunk another key defence deal barely 10 months after India terminated a Rs. 3,727-crore VVIP chopper deal mired in corruption allegations.

The NDA government is all set to scrap a Rs. 6,000-crore deal to buy eight mine counter-measure vessels from South Korea amid allegations that the firm shortlisted to supply the minesweepers had hired middlemen to swing things in its favour.

Middlemen aren’t allowed in the Indian defence sector. A top defence ministry official told HT, “The deal is on the verge of being cancelled. It was not above board.”


The decision to scrap the deal will hurt the navy as its minesweeping capabilities are at an all-time low and a fresh tender will add to the force’s agonising wait – the procurement of minesweepers will be delayed by five to six years.

Under the proposed deal, South Korean shipyard Kangnam Corporation was to supply two minesweepers to the navy, while the remaining six vessels were to be built by Goa Shipyard Limited through technology transfer.

These vessels are used for keeping sea lanes mine-free to protect the country’s warships as well as clearing minefields near enemy shores to facilitate offensive action. The navy currently operates seven to eight serviceable minesweepers, acquired from the erstwhile Soviet Union in the late 1970s.

India had picked Kangnam Corporation over Italian firm Intermarine for supplying the minesweepers three years ago after the South Korean shipyard offered a cheaper deal. Negotiations, however, hit a hurdle after Intermarine approached the Central Vigilance Commission alleging irregularities in the process.

The defence ministry had four months ago encashed a Rs. 3-crore bank guarantee furnished by the South Korean firm after the alleged role of middlemen came to light.

After taking over on May 26, the new government has revisited the UPA’s policy of blacklisting defence firms at the drop of a hat. The NDA government appears to be striking a balance between the need to punish defence contractors who may have violated the law and to keep the armed forces battle ready.

In August, the government decided it would not allow Finmeccanica, whose UK-based subsidiary AgustaWestland is facing bribery allegations in the VVIP chopper deal, to take part in future military tenders till further notice. But ongoing contracts with the Italian defence major would continue.

Likewise, India has frozen all contracts with British engineering giant Rolls-Royce (RR) following a bribery scandal but orders for supply of spare parts for aircraft engines are being approved on a case-by-case basis after assessing urgency, as first reported by HT on July 23.

It remains to be seen what action the government will take against Kangnam Corporation

This cycle has to stop somewhere. I mean companies know the procedures and repercussions of having agents and middlemen in such deals and yet they still take that sort of risk.
i'm not sure what priority minesweepers have for navy but a deal going sour will have implications in terms of time devoted and the fact that all this will have to start afresh. Not the kind of luxury we have i guess.:(

It is important for IN coze our Minesweepers fleet is getting old, it is way back soviet 80's need to replace on urgent basis

Time to arrest and give harsh prison terms to middlemen and to those who mess with our defence asquisitons.

Sir, my position is unchanged. This is yet ANOTHER tainted deal the NDA inherited from the UPA at least this new govt is taking corrective measures instead of just stalling and sitting on this deal indefinitely. And thus cancelling it seems like an expected move.

I really don't think it is logical or fair to blame the new govt for cancelling these tainted deals when moving foreword with them and casting aside the allegations against them is a pretty silly expectation in my opinion.

From a political perspective it makes sense also- they need to build on their clean image and be in contrast to the former govt that had got itself embroiled in countless scandals and corruption allegations. Why should the NDA cover itself in filth because that is how the UPA chose to function?


All the deals that were above suspicion, the NDA has move forward with...

So that's the excuse now for scrapping deals with corruption issues and delaying procurements, just the way as the former MoD did? But back than and even now you harshly blame them for that and here you generously looking away. :rolleyes: Come on buddy, give credit where it's due and critisize if actually necessary!
It doesn't matter when the deal was started, it's about the decisions and policies of the MoDs and when you should blame them or applaud them equally if they do the same thing. In this case, if there is any corruption issue, the MoD is right to investigate and if nessesary stop the deal, even if that results in delays, but that's a sacrifice they have to take to tackle the larger corruption problem.

Former Defence Minister Had Asked Ex-Army Chief To Sign 197 Chopper Deal At His Own Risk, Latter Refused !!

Former Defence Minister AK Antony had asked former Army Chief (retd) Gen Bikram Singh to go ahead and sign the 197 chopper deal at his own risk, but the Chief had refused, obviously fearing controversies post his retirement. I met former Army Chief Gen Bikram on Jan 13, 2014 (his last Army Day press conference) at Manekshaw, and asked him about the deal, he said there was a CBI inquiry on and he was waiting for the results, only after which a decision would be taken. He retired, no decision taken and deal axed...

...With this cancellation, all we know is that Army modernisation has been pushed back several years now.

You had blamed Antony about everything in that deal, be it for investigating, for stalling it, for not deciding a winner and so on. But as it turned our over the years, it was IA that wanted the investigations, not the DM, it was the IA Chief that refused to go on with it even during the investigations and not the DM and it was the IA Chief that protected his reputation, not the DM!
So taking the hit on the easy target (which politicians of are for us in the public) and ignoring the actual problems, is just too simple. I also said that he should had bowed down to IA and stopped the tender, since no AW helicopter was shortlisted. An investigation on AW in the LUH could had been done seperately, but that doesn't make him or his term bad in general. If fact I showed that a lot of the myth about Indian forces suffering so badly under his term were far away from the truth. And what happens now? We see more delays of modernisations, key deals for our forces getting delayed for years and but now we believe on the greater good, or should we apply the same criticism on them for mistakes too?

As said above, scrapping deal if there is a real corruption issue - good decision of the DM!
But scrapping deals for the benefit of the industry and party policies, while making the forces suffer - BAD decision of the DM (well, most likely the PM)!!!

That is not an "excuse" but a valid policy driven REASON for scrapping the deal. If cleaning the roads make you late for work then you should have left early. No point in blaming the sweepers for doing their job. Their job is just as important as yours. Get it ?

This article shows what a LOUSY leader and Minister Antony was. :woot: ...asking his subordinate to sign at his own risk rather than assume responsibility !!! Un-freaking-believable.

Its a shame the IA chief did not stick his neck out even when his superiors REFUSED to back him. He should have if his convictions was strong enough. Clearly they weren't. Clearly the IA chief felt the delays was acceptable (unlike you).

It is HIGHLY UNLIKELY the current political leadership will leave the IA chief high and dry. :sick:

What a pathetic thing to say that scraping the deal was for "party policies" :tdown: .... especially since the present govt. has provided you with NO reason to say so. I am guessing you are using this opportunity to express your frustration about Modi govt. :lol: This would be the sixth or seventh time, right ? :P

Because it was the same subordinate that asked to put the tender on hold and to investigate against one of his own officers!!! Therefore, to move on and select a winner, even if the investigations are not finished by, it requires the IA Chief to agree to move back from HIS initial requests. So the DM did what was in his responsibility (starting investigations and holding the tender after IA's request), but he also tried to move on and select a winner, contrary to public belive. You surely don't like it, but you can't deny the fact, that the earlier delay is on the IA Chief and the current one is on the new MoD/PM!

DM's role is more than starting investigations and act like a pencil pusher. Its a position of leadership and responsibility. He demonstrated neither. But neither did the IA chief as per the report.

I approve of the policy driven decisions take by the MoD/PM. A few months delays is worth the benefits of putting systems in place.

watch your language mate, why you are trying to invite undue trouble from mods. Anthony, MMS were puppets. They neither had the will nor selfrespect to make importent decisions. Sadly UPA has left us in a mess.
