Everything comes under our government including military, they don't have any specific authority on policy decisions, they are here to take orders not to give one.

i know how things work but the reason for my above post was that one of the poster was neglecting the military's input about any weapon deal. because they are the one who is going to use them...

There is always military input involved and they are the one who evaluates the system. Armed forces and Defence ministry work in sync to procure any and everything as per the needs.
