In a certain way you are right.
The problem is, that psuedo-policy of eugenics is not practiced.
Brahmins people are producing babies.- That's assuming these brahmins are real bhramins(well-off, can afford to nurture their children into productive adults, etc) and not 'brahmins' in name only.
Dalits are producing Even MORE babies. More poor people, produce more poor children- who end up producing the next generation of poor street beggars themselves. They have to struggle with their very survival on a daily basis, let alone worry about sending their children to school. Thus, it's a vicious neverending cycle.
So u end up with everyone producing tons of babies no matter their caste- in India.
Hence, the explosive population growth

The well-off should be the 1s that are reproducing. The poor 1s should produce less(preferably either just 1 or dont at all- get themselves sterilised or at least practice birth control)
In Singapore, we have all kinds of welfare for our citizens (Medisave, community-assisted welfare allowance, etc) The crucial question is:
So where are the funds for all these public welfare coming from?
1)GST and 2)mandatory income-based contribution(to your community). And where does GST comes from? The goods and services tax(hence GST) that EVERYONE pays when you buy something(outside of duty-free stores for tourists). Thus, in theory, i would be partially funding your next visit to the public subsidized clinic maintained by the government. In other words, unproductive citizens' welfare have to be maintained by those who are contributing to society(in Singapore).

In india, there are less welfare benefits for the public- it's every1 for himself. That's the reason why the rich gets to hoard their wealth(they are not committed to, not is there any effective enforcement for them to- give back to society), while the poor, who are already largely unproductive themselves- can only fester in agony for the rest of their existence on earth.
Indians often pride themselves on their 'world-class' population growth rate, deeming it as her largest national advantage- citing an ever-growing, copious amount of young people as a crucial factor:

To tell the truth, I don't think the gap between China and India can be calculated in ten years...China too was in the same position just ten years ago with an economy of size what is now India's. In fact China was poorer to India just 30 years back. Economic growth can do wonder to uplift poor and make the society well off.
