Since both India and Pakistan(&China) have built some infrastructure in the area, is it safe to conclude Kashmir will not be liberated and will not go neither India or Pakistan?

Thanks that's good to know, I am asking because we are obviously white and not too sure about the situation on the ground and especially with three young kids, I don't want to take any risk.
