I think the only way to solve this is to completely ban Indian members. All IP addresses originating from India should be banned. Indians should be allowed by application, on a case by case basis.

Only criteria I would add for those ppl is while joining, they should accept the sovereignty of Pakistan. Im sure all the terms you mentioned wont be comprimised with this little condition
