We've been giving them aids till now for construction of school, roads, railway lines and other infrastructure projects and getting their communication lines up and running. We've jointly built dams for them. Reduced their economic dependency on Pakistan with Chabahar port.

It'll take years to fully utilize the Chabahar route and anything can happen over that period. So let's not be too optimistic when it comes to Afghanistan.

And yet Afghanistan trades much more with Iran than Pakistan. Guess closing borders at whim does not augur well for trade. This strategic depth theory (by controlling few groups) is also past its date.
