India were handed a four-year ban from hosting international hockey tournaments including the Champions Trophy it was due to host in December.
The International Hockey Federation (FIH) placed the sanction after the sport’s governing body did not approve of the merger between the Indian Hockey Federation (IHF) and Hockey India (HI), two bodies running the sport in India.
The two Indian bodies announced their merger on Monday, boosting chances of the World Hockey Series (WHS) getting an official status, but the FIH, expressing reservations on the transfer of governance, has placed the ban.
According to a statement released by the FIH, the merger ‘does not comply with the FIH Statutes, which do not permit a member to transfer or share its powers to another body that is not a member of or bound by the FIH Statutes, still less to share its powers with a body [IHF] that is involved in organising an unsanctioned event [WHS], participation in which is prohibited by the FIH .’
The FIH has asked the Indian sports minister, the heads of Indian Olympic Association and the HI to hold a meeting while also deciding to strip the country of hosting rights for the next four years.

FIH unveils Project Chak De for India


NEW DELHI: International Hockey Federation (FIH) is now banking on the two magical words - Chak De - to promote hockey in India and at the same time fill up its coffers. An FIH initiative 'Project Chak De' -- which has been inspired by the Bollywood blockbuster Chak De India! -- has lined up several major international events for India and is also offering the national team wildcards for prestigious events.

The project, aimed at tapping the vast potential of the Indian market following a hugely successful World Cup, is a "long-term commitment" from FIH to host major international events from 2011 to 2014. They include the men's Champions Trophy (2011), men's and women's Olympics qualifiers (Feb 2012), men's and women's junior World Cups (2013), men's World League Finals (2013) and women's Champions Trophy (2014).


"Hockey is the national game of India and and so we want to make it the game's hub for the next few years. We know that there is a big gap between cricket and hockey in this country and we want to bridge that gap" FIH president Leandro Negre said.

"The idea behind the name for the project came from FIH's marketing manager Steven Morris. Its aim is to capture the passion the Indians have for their national game," said FIH CEO Kelly Fairweather.

Negre said that the game's governing body is in talks with Hockey India (HI) to promote a professional Indian league. He showed no interest in a similar league proposed by the Indian Hockey Federation (IHF). "FIH will only work with Hockey India which is the only body to run the game in India. It has been recognised by both FIH and the International Olympic Committee," Negre said.

Fairweather added that it was up to the national federation (HI in this case) to decide what to do if any player decides to play in IHF's proposed league.

Talking about the maiden World League Finals, Negre said the event, which will pit countries against each other before they play the final round in India, will help countries qualify for the World Cup. He also said that this year's Champions Trophy, to be held between December 3 to 11, could be held in two cities in the country.

Federation of International Hockey, unhappy by the ‘settlement’ between Indian Hockey Federation and Hockey India has decided to take away the hosting rights of Champions Trophy and Olympic Qualifiers. According to news in The Tribune, FIH has pulled out Champions Trophy and Olympic Qualifiers because settlement between Indian Hockey Federation and Hockey India is not according to the statutes of FIH and Olympic Charter.

FIH in its statement said:

“The FIH has expressed its grave concern to the Indian Sports Minister about the settlement recently announced with Hockey India and Indian Hockey Federation, without the prior consultation of FIH.”

FIH president Leandro Negre has also asked for an urgent meeting with the sports minister, president of Hockey India and Indian Olympic Association to discuss the problem. The settlement between IHF and Hockey India does not comply the statutes of FIH which does not permit the member to transfer or share the powers with the other body which is not the member of FIH or bound by the statutes of the FIH.

The biggest shock for Indian Hockey was when FIH decided to take away Championc Trophy and Olympic Qualifiers.

“In the meantime, the FIH executive board has decided that it is neither possible nor appropriate to continue with the discussion with the HI to host tournaments in India over the next four year cycle particularity FIH Champions Trophy and both men’s and women’s Olympic Qualifying Tournament. The FIH greatly regrets this decision but it is left with not other alternative in the circumstances,” FIH said.

The ‘settlement’ also does not comply Indian government’s guidelines and the draft of new sports bill. This decision by the FIH is a big shock to Indian hockey fans who are already tired of differences between Indian Hockey Federation and Hockey India. MoS should take a serious action against both Indian Hockey Federation and Hockey India whose reign and differences have only caused problems for hockey.

There is a news that FIH threatened if two hockey associations are not merged but India did not lost the tournament.

The International Hockey Federation (FIH) considers the Sports Ministry-aided agreement between the factions of hockey administration as repugnant to its statutes. The reaction is unambiguous.

The tone and tenor of the statement repudiates every clause in the ‘working relationship' between Hockey India and the Indian Hockey Federation.

The threat of cancelling the sanctioned competitions reflects FIH's despair. India's endemic troubles since 2006 have systematically destroyed the country's hockey ethos. The FIH cannot completely be exonerated for it.

Realising it is on quicksand, the FIH is now attempting to wriggle out. Understandably, it counts on the support of the Indian Olympic Association, which has already rubbished the terms and conditions of the agreement. The IOC is sure to endorse the exercise as government interference.

The green signal to two units to maintain their identity and govern a single discipline beats logic. It is unworkable.

Within a few days, a friction arose over the action against the five players who took time off to figure in the launch of the World Series of Hockey (WSH).

The issue hangs in the balance. A better understanding would have spared the players of needless negative publicity.

FIH's ire

Hockey India faces the FIH's ire for succumbing to pressure from the ministry. No one will buy the theory that HI is unaware of the FIH statutes, or the anticipated reaction by the international federation.

Probably, the FIH assumes that HI is neither serious nor capable of hosting high profile competitions. With Suresh Kalmadi, who played a crucial role in organising the World Cup, fighting his own battles, the FIH is obviously finding it hard to discover a matching personality to garner corporate support.

The Champions Trophy in Delhi is barely five months away. The HI is yet to identify the title sponsor or seen making an efforts in that direction. No one is sure of what preliminary work has been completed thus far.

The FIH's calculation of devouring a huge market over the next four years looks doomed because of the current impasse. When and how it will get resolved is the million dollar question.

Disqualification threat

What is certain is that the FIH will henceforth start tightening the screws until the settlement effected conforms to it statutes. It will keep dangling the threat of withdrawing tournaments; even take the extreme step of disqualifying India from competitions.

An influential member is reported to have suggested that suspension from the FIH roll will trigger a quicker solution than taking circuitous routes.

Notwithstanding the efforts of the Sports Minister the games indulged in by the groups have snowballed into a grave crisis.

The day is not far off when the FIH will start flashing the disaffiliation card. It seems convinced that the guaranteed market is slipping out.

The last paragraph of the statement warns, “the FIH greatly regrets this decision (to stop negotiations with HI) but feels it is left with no alternative under the circumstances.

It hopes that a resolution that complies with the Olympic Charter and the FIH statutes can be found quickly.”

The International Hockey Federation (FIH) has today expressed to the Indian Sports Minister its grave concern about the ‘settlement’ recently announced between Hockey India (HI) and the Indian Hockey Federation (IHF), without prior consultation with the FIH.

It is a fundamental and non-negotiable requirement of the Olympic Charter and the FIH Statutes (and indeed of the Indian Government’s own guidelines and draft sports bill) that there can only be one governing body for a sport in each country with exclusive authority and responsibility to govern, organise national competitions and to enter national teams in international competitions.

The FIH recognises HI as the governing body for hockey in India, responsible as a member of the FIH for running Indian hockey in accordance with the objects of and subject to the rules and regulations set out in the FIH Statutes. The FIH does not recognise the IHF and has not done so since 2000. The FIH had understood that that position was also accepted by the Indian Sports Minister, and that the intent of the brokered discussions was to resolve the IHF’s conflicting claim to recognition by bringing the IHF officials into the HI fold.

The FIH is therefore surprised and disappointed to learn that the proposal now is simply, as a temporary fix, to transfer governance authority in India from HI to a new ‘joint executive committee’ controlled jointly by HI and the IHF and ‘co-chaired’ by the HI and IHF presidents.

This compromise fails to resolve the fundamental underlying issues that have blighted Indian hockey for so long. In addition, it does not comply with the FIH Statutes, which do not permit a member to transfer or share its powers to another body that is not a member of or bound by the FIH Statutes, still less to share its powers with a body (the IHF) that is involved in organising an unsanctioned event (World Series Hockey), participation in which is prohibited under the FIH Statutes.

The FIH Executive Board is obliged to uphold the Olympic Charter and the FIH Statutes. The FIH President has therefore written to the Indian Sports Minister, calling for an urgent meeting, involving the Presidents of HI and the IOA, to discuss the FIH’s concerns and the ramifications of the current proposal for India’s role in world hockey. In the meantime, the FIH Executive Board has decided that it is neither possible nor appropriate to continue with the discussions with HI to host tournaments in India over the next 4 year cycle, particularly the FIH Men’s Champions Trophy (December 2011), and the FIH Men’s & Women’s Olympic Qualifying Tournaments (February 2012).

The FIH greatly regrets this decision but feels that it is left with no alternative in the circumstances. The FIH has always been and remains committed to the success of hockey in India. It hopes that a resolution that complies with the Olympic Charter and the FIH Statutes can be found quickly.

Indians play hockey? News to me. Where does it get cold enough for ponds to freeze? (I know you can make ice, but most countries that play hockey have done so before the tech existed. I am led to assume this is new in India?)

hope so you know hockey does not only mean ice hockey there is something called field hockey also.

am not sure if you know about India but the kinda landscape you want you have in India from freezing shimla to hot chennai to moderate bangalore to humid mumbai to rainy pondicherry. and if you wanna enjoy all of them in one you are welcome to delhi.
