I don't see it happening though, lack of funds.

My understanding is that they have not started any major dams in past 20-30 years. There is no unity among the provinces about water sharing and will not allow any dams to be built.

India needs energy and so we are building dams all over the countries.
Its not against any countries even china is building many dams on Brahmaputra river.
