New Delhi, Feb 27: With plans to upgrade all licensed coolies to Grade D employees and the anticipated upward revision in salaries, based on the 6th Pay Commission report, the railways’ salary bill is likely to be much more than what it has budgeted for 2008-09.

The railways currently engage about 38,000 licensed coolies. Grade D employees of the railways earn a minimum of Rs 2,550 per month to a maximum of Rs 3,200. Wages of the upgraded coolies would amount to a minimum of Rs 9.69 crore annually.

The railway ministry in its Budget presented on Tuesday has increased its working expenses to Rs 50,000 crore to partly accommodate the rise in its salary and wage bill by Rs 4,151.34 crore.

Of this amount, the ministry has kept aside Rs 4,000 crore under “wages and salaries” for implementing the recommendations of the 6th Pay Commission, according to the Rail Budget document.

The railways would be able to give an average salary hike of Rs 2,857 only to its 14 lakh employees from the Rs 4,000 crore fund, irrespective of the 6th Pay Commission recommendations. However, with indications of a substantial salary hike after the Pay Commission’s report, the railways may find its Budgeted funds too meagre.

Analysts pointed out that the railways could not ideally give the same amount as a salary hike to its cadres which comprises 15,800 officers in A and B grades, 9,06,600 in Grade C and 4,84,000 employees in Grade D.

Ministry officials declined to comment on the issue, saying a final decision on the pay revision would only be taken by the government on the Pay Commission’s report. The railway will, however, go ahead with its plans to upgrade all licensed coolies, an official said.

The railways’ operating ratio is expected to rise to 81.4% in the coming fiscal due to the anticipated revision in pay scales. Going beyond the Rs 4,000-crore budgeted target would hurt railway finances to some extent, the official added.

New Delhi, Dec 8 (bdnews24.com) – Senior leader of India's ruling Congress Manishankar Aiyar has come out strongly in support of opening up of the country's northeastern region for investments from Bangladesh.

"While our government has made it incumbent to channel ten percent of our funds to Northeast, the private sector has not routed one percent of its investments there," said Aiyar, a former union minister of India.

He was speaking at the Nehru Memorial Museum and Library in New Delhi after launching eminent BBC journalist Subir Bhaumik's book "Troubled Periphery: Crisis of India's Northeast".

"So it makes sense to allow Bangladesh's big capital to invest in Northeast and giving them market access for their products," said Aiyar, adding: "That will allow us to fulfill the dreams of 1971, by creating a friendly Bangladesh to secure east and northeast India."

Aiyar, himself a former Indian Foreign Service (IFS) officer, said that Indian diplomacy has failed to advance India's 'cause' in the neighbourhood, including Bangladesh.

"But now we have great opportunity. There's a very friendly government in Dhaka and they are helping us handle the insurgents. I think we should carry forward our relations to new heights," he added.

Aiyar, who has been a close associate of India's late and former Prime Minister Rajiv Gandhi, held the Panchayati Raj and Development of Northeastern Region portfolio in the country's central government till the parliamentary elections in April-May this year.

Veteran Indian editor B G Verghese, who conducted the discussion during the book launch, advised Indian decision makers "to see borders as bridges rather than as barriers." "Borders are what you make of them," he added.

Dude I will do the maths for you:

My maid comes in the evening for 1 hour. She washes my clothes twice/thrice a week , prepares food for a single time and cleans my 1bhk apartment. I pay her 800 bucks. Now if she does the same for lets say 5-8 houses and each pays her in tune of 800 then its easily above 5k and all this by just spending 7-8 hrs of work. In whatever time remains she can be indulged in other activities. Also these get hired for a evening in marriages and parties where they get paid in tune of 1k or above for a evening. Now you can see why being a maid in gurgaon isnt a bad option.

I dont know about it man. But here you get maids from other states such as Bihar and Orissa and also from Bangladesh. Maybe the supply in more than demand in bangladesh.

No offense but Bengalis are genrally a bunch of lazy fellas.( the view is endrosed by many of my bengali friends). They dont really have a bend to work their way outta shite, hence the state in which their state is.(although this is debatable i know for a fact that an average bengali would be spending twice as much time as any other Indian while participating in protests etc etc) They aint particularly a hard working bunch though most of them are intellectually gifted.

Just trying to explain my POV.

P.S : My maid is a muslim from bangladesh ( I guess she can still be a bangali but well she is definitely hard working , so if that goes against my explanation then I cant help but for bengalis I know for hueristic reasons that they arent very hard working types)

AMRAVATI: The spate of farmer suicides is continuing in Vidarbha region. Hundreds of farmers have ended their lives this year but few have proved to be eligible to be counted as genuine cases, resulting in their kin not getting compensation or other benefits from the government. Activists claimed that the officials are merely following the orders from the chief minister’s office to keep farmer suicide numbers as low as possible. Though the situation has improved after implementation of the packages, the numbers are still worrying. In year 2009, till July 31, around 466 farmers in six suicide prone districts committed suicide. But only 86 – roughly 18.45% – were considered eligible for compensation which government offers to the next of kin. Ninety-six cases are under probe and 284 cases have been rejected by government. From 2001 to July 31 this year, 5,503 farmers committed suicide out of which 2,030 cases were found eligible for benefits of the government while 3,377 were non eligible and 96 are under investigation. Sources from the commissionerate stated that a compensation of Rs 1 lakh is provided to eligible beneficiaries of which Rs 30,000 paid in cash while Rs 70,000 deposited in the account of the farmer. Only those cases in which farmers committed suicide due to in indebtedness, excess follow up by a bank or moneylender for repayments and low yield are considered to be eligible for the compensation. The district collector heads a committee which comprises officials of the departments concerned and NGO representatives to review farmer suicide cases. Talathi of the village does the enquiry of the farmers on various grounds and then eligibility of the beneficiary is decided. Kishor Tiwari of Vidarbha Jan Andolan Samiti, while talking to TOI, claimed that Chief Minister Ashok Chavan himself had told officials not to show more number of beneficiaries on record and officials are following the orders. Tiwari also said that the administration has put forth the flimsy reasons to reject the case. “The administration is insensitive towards the problems of the farmers,” he said. The government issued a GR regarding non-eligible beneficiaries in February this year in which it was stated that the benefits of the Antyodaya Scheme should be extended to the widows of farmers who were not considered eligible for ex-gratia. “Except Yavatmal district, this scheme is not being implemented properly,” said Tiwari.

what the hell man , I never said their aint any maids from Bihar or Orrisa but then that doesnt change the fact that their are illegal bangladeshis living here pulling rickshaws while their wives work as maids in many cases. Truth is truth and one can choose to ignore it but it will remain.

First of all, thank you for the source. Secondly my reply was to this fellow's post that India should give up NE occupation for Bangladesh, in order to reach a solution with BD. In that context my reply was, you guys are not even worth reaching a compromise with. And if we are looking for Bangladesh to invest, it has nothing to do with these fools claming rights over our land!
