True. Since most Indian working missiles originated from Russia, Vietnam should purchase from the source instead of the down graded version. Why should Vietnam get Brahmos when Vietnam already have the missile that Brahmos copied from? As long as Russia would supply Vietnam latest weapons, it has no need for Indian downgraded versions.

Do realize that India providing them with such would make India a rogue country likely to get embargoed by the entire UN. Not to mention Either USA or China would either intimidate or actively crush those countries before any serious setup could be done.
