Regarding the atrocities against civilians India can afford to keep silent or oppose but the tribunals finding will have impact on action against them by UN.
So its a good ploy to keep lanka engaged.

If you go by sense , any aggression by India ultimatley results in suffering of the rest of the civilians and their future rehab processes.

So we are playing it safe.
