It will achieve nothing you'd want it to achieve, Balochistan is already being destabilised and at least this would clear any doubt.

And any Indian who thinks that Balochistan or other insurgencies can be used in the same way as they were used in East Pakistan leading up to 71' are having a wet dream. Balochistan is a lost cause for you, all the signs are pointing in this direction, at best you have maybe a few hundred, maximum one thousand insurgents/disgruntled tribesman. Many of the latter category who we can negotiate with and win over, and many of whom given the promise of development and co-operation have surrendered their arms. Even with the aid of foreign intelligence, and the destablising presence of Afghanistan, it's a losing battle. The death knell was sounded long ago, and any prospect of development and outreach will bury any attempts at insurgency quicker than any military response.

This will be good for us, it will vindicate the claims we've been making, it will give us some diplomatic credibility when a hostile neighbour seeks to facilitate unrest in a region not considered disputed, and would remove much of the plausible deniability you might as yet have held on to.

Nope, Pakistan should limit its disputes to Kashmir. What goes on behind the scenes and in other regions is largely irrelevant, and even if it isn't, it should never become official state policy. What the BJP suggests doing in Balochistan is an excellent way of shooting oneself in the foot on the diplomatic stage, we shouldn't follow them in their folly. BJP were never that good at diplomacy and promoting India's image in the world, as well as on sectarian issues.
