I think that is the intention from the Indian side. Complying to this 50% reduction will be embarrassing for Pakistan and could lead to altogether closing of embassies which might be the ultimate intention of GoI.

We send people on diplomatic duty as punishment and its termed like a prison sentence - the sentence if its even more severe it involves taking their families too.

For the sake of sanity, it would be best if both india and Pakistan close their embassies in each other's countries and permanently cease to have ALL contacts with one another. At least that way, both countries will cease to accuse one another of spying and espionage. It would also increase the likelihood of peace.
