Even from a narrow perspective of making the new law work, the state and central governments should undertake an extraordinary nationwide campaign against this phenomenon just as it took on polio or AIDS. It should tell people from every possible outlet and street-corner that they will be in jail if they aggress women. The government needs to spend at least a couple of billion dollars for a few years at a stretch on this because it is an extraordinary epidemic that needs an extraordinary response.[/COLOR]

This might help, but not much.

The preferable solution is increase police force.

Foreign tourist often mention the situation could be improved by having more cops patrolling nearby.

Train police force on how to receive training on how address events like groping, passing uncomfortable/lewd comments etc.

This is all going to be difficult as tourist visit one of the least developed areas of India, where state Govt resources are lax and most of the tourist attractions exist there.
