IWT was signed in 1960. Relations between the two countries went into free fall post 1965. There is no chance, India will sign any deal which involves Pakistan having even a remote disruption ability to our economy. Even if there is a pipeline from Pakistan, this will be the smallest possible. You have to understand, while, we want trade with Pakistan we do not wish to invest in infrastructure projects with Pakistan, which results in problems in war situations. Trade is like FII. Problem, just stop. With infrastructure projects it is difficult to exit. Another problem, I personally foresee, is you getting into the bad books of the US. If any kind of economic sanctions are levied, then it is a problem. Pakistan is neither Iran nor Russia, that we will continue doing business.
