Corrupt Army Officials and Politicians get rich in peace-time as well. Going by what I read on this forum about Zardari and all the others, it still happens. And there is no War on.
The Corrupt are the same, whether War or Peace. Right now even Siachen/Saltoro is at peace. So why disturb the status quo and shift the poor soldiers around.
When was the last shot fired in Siachen/Saltoro? That is Peace, at work.

As far as I can see of the 2 armies, the only one that took advantage of the confrontation to capture power was yours.
