this is pure wrong on India's part.

India should have accepted this offer as this would have helped the civilian government in Pakistan

Negative. Peace can be obtained diplomatically first.

In any case - it is obvious from the responses of most Indians here, and the response of the Indian leadership to the Pakistani proposal, that India remains a Pakistan obsessed entity, and an entity that is hostile to Pakistan.

The PA's position of being 'India Centric' has been shown to be valid, again.

OK - and they are detected ..

OK, engaged with small arms fire and whatever 'light artillery' is available

Not if heavy artillery was redeployed away from the LoC

4. IA shells PA then both IA and PA both shell each other.
There would be no PA shelling for the IA to respond to in case of redeployment ..

In any case, while I supported the proposal, it is obvious that India is not ready to give up its "Pakistan obsession and hostility', so we'll continue as we are.

From a security perspective this would have made no difference to Pakistan - the PA does not trust the IA enough to shift all its artillery to the Western front, which is why the proposal was for 30KM.
