Not mine, I think (per musharraf) that's what Pakistani side had on table as the final offer, while Indian were bringing GB in. GB people are different from Kashmiris, plus it's Pakistan north with all the water and link to China. so there is no way Pakistan would include that into Kashmir. India is on the losing side, cuz local population don't want Indians in their land. If things don't start moving soon, then Pakistan will do the same it did in 90s. Make India bleed in Kashmir that they either India give up or forced to go to UN for a plebiscite. Both way India will be on the losing end.

If India is going to loose Kashmir valley, it would ensure that GB & Pakistan held Kashmir would not stay with Pakistan either. Hence LOC as border is the most reasonable compromise.
With regards to bleeding, in the 1990s Pakistan had backing of US & China. USSR was gone with India losing its sole veto to rely on at UN. Indian economy was in doldrums then. Fast Forwarding, today India has support of both US & Russia and has a very good economy and military.
If India could withstand it in the 1990s it is much better placed to withstand it now.
