Thing is that if you look at India's development program, there is no set limit to the range. India has steady increased the range and capabilities of its missile over the years depending on threat perception. First it was Pakistan, but now since Agni 1&2 and the other MRBM already cover all of Pakistan we have had to move to newer and more posing threats which is China, India is still developing the capability to hit China, since Agni 5 is still not operational with the armed forces and the canister version will only have its first test by the end of the year, not to forget that the test for MIRV are still yet to be done. So it would take a good 2 years in my opinion for the Agni 5 to come into service and for India to have the capability to hit anywhere in China. As for the Europe and the US, currently they are not aggressive towards India so there is no plans from India's side to develop a missile that would pose a threat to EU or US, but when Arihant and it's subsequent class of ships enter service they might give the wrong idea to the people abroad.
