So according to this article, Indian agencies are targetting Indian Muslims in Saudi Arabia? I dont get it...

It is true that muslim youths are being targetted, but I would blame it on lack of training and investment in policing.
And it is not only muslims, it could be any poor person, Indian police (I mean police of various states) way is to beat a few guys and get some info.
That needs to change.
Also police is usually under pressure from media to 'solve' cases within hours, which is impossible. So if it is pretty theft or murder, get some known petty criminals and parade him, no wonder most cases are rejected by courts.
Similarly some bomb blast/terror activities, get some muslim youths, beat them, and later court releases them due to lack of evidence.
