India, Pakistan were close to secret deal on Kashmir: report​

WASHINGTON: India and Pakistan came close to devising a framework for settling their long conflict over Kashmir in secret negotiations, but it was put on hold by the fall of President Pervez Musharraf, the New Yorker magazine reported Sunday.

Referred to as "the back channel," the talks were held over several years by special envoys in hotel rooms in Bangkok, Dubai and London, according to the account in the magazine by Steve Coll.

The two principal envoys, Tariq Aziz for Pakistan, and Satinder Lambah for India, developed a text on Kashmir called a "non paper" because it contained no names or signatures but could serve as a detailed basis for a deal.

By 2007, the "non-paper" had become "so advanced that we'd come to semicolons," Khurshid Kasuri, Pakistan's foreign minister at the time, was quoted as saying.’

The most recent version laid out several principles, including the gradual withdrawal of troops from the Kashmir region by both sides provided that violence declined.

Kashmiris would be given special rights to move and trade freely on both sides of the Line of Control that separates India and Pakistan, and a joint body consisting of local Kashmiri leaders, Indians and Pakistanis would oversee issues affecting people on both sides of the line, the report said.

"It was huge -- I think it would have changed the basic nature of the problem," a senior Indian official was quoted as saying. "You would then have the freedom to remake Indo-Pakistani relations."

Musharraf is quoted as telling the writer that the deal would have benefitted both sides.

Kashmir has been at the center of three wars between India and Pakistan, as well as operations by jihadist groups.

The Pakistani military, drawn into a debate about the definition of Pakistan's national security, accepted the view that diplomacy was the only way to achieve a settlement, according to the report.

"Pakistan had become a nuclear power. War was no longer an option for either side," said Kasuri, who attended a 2007 meeting in Rawalpindi called by Musharraf to review the progress in the negotiations with his senior generals and two foreign ministry officials.

Neither country had done anything to prepare their publics for a breakthrough on Kashmir, however.

In March 2007 Musharraf invoked near dictatorial power to fire the chief justice of Pakistan's highest court, setting in motion a chain of events that led to his ouster in August 2008.

But the New Yorker account concludes that had it not been for the back channel negotiations, India's response to the Mumbai attacks by Pakistani-based militants may not have been so measured.

Such a deal may have caused chaos because after the next government would have come in they would want to reverse it and use politics to show many people hate this idea this needs to be done out in the public so that results are actually gotten from it.

Deals signed between two sovereign states are not easy to reverse. These deals are signed by the governments and then ratified by the Cabinet.

Incase of Kashmir both countries would have taken parliaments into confidence too because both countries perhaps needed to make some changes into their constitutions as well.

The proposed deal sounds like pretty ground-breaking stuff if true. It probably would have involved a multi-year phased reduction in troops and opening of borders depending on improvement in ground situation - infiltration, militant activity, etc...

I wonder what the proposed agreement was with respect to Hafeez Sayeed, Lakhvi and their brainwashed brigands. It's quite possible Musharraf committed to shuttering LeT/JuD/LeJ, he certainly had the will and resources to do that. Today's GoP has neither, so I'm not hopeful this deal will see the light of day any time soon. At least not until Mumbai case is disposed off.

According to the leading media reporters on world’s intelligence have disclosed that RAW and the Israeli spy agency Mossad have created five new agencies to infiltrate Pakistan to target important religious and military personalities, journalists, judges, lawyers and bureaucrats. In addition, bombs would be exploded in trains, railway stations, bridges, bus stations, cinemas, hotels and mosques of rival Islamic sects to incite sectarianism. President Barack Obama is an intelligent man. However it doesn’t take a genius to see the writing on the wall in Afghanistan. The reality on the ground where the Taliban control 80% of the territory is a tell tale sign that the military campaign has not worked in the graveyard of empires. The Bush Administration has created so much hostility in the entire region that it almost impossible to build goodwill and win the hearts and minds of the people. How could a $80 Billion think tank industry be so wrong. Three trillion Dollars wasted on two wars with little to show for expect war, mayhem and chaos. There was tremendous goodwill in Afghanistan and Pakistan for the United States. Through its miscalculations, bad policies and arrogant attitude, the Bush Administration evaporated the good feelings of the people towards the USA.

The Bush administration ignored the sagacious advice of the Pakistanis in 2001. Islamabad told the US not to attack Afghanistan with full force, instead use a contingent of about 5000 Marines who could go after the evil doers. The Pakistani intelligence services also informed the CIA that bombing large sections of Afghan society and occupation would not produce any results. In 2001 and on multiple other occasions, the Pakistanis tried to help the Americans by making peace deals with the moderate insurgents which would have led to a wider peace in the region. Every time, the CIA sabotaged the deals, and riding the high horse of hubris resorted to more punitive military action. The covert operations in Pakistan and the overt bombing of Pakistani citizens has created a wave of Anti-Americanisms which will take years to subside.

President Obama conceded yesterday that America was not winning the war in Afghanistan and opened the way for negotiations with moderate elements of the Taleban, much as the US did with Sunni tribes in Iraq.

The new strategy, which comes as Mr Obama prepares to send an additional 17,000 US troops to Afghanistan, emerged after a frantic 48 hours of American diplomacy in the region involving new overtures to Iran, Russia and the Muslim world. The fresh approach to Tehran, however, is causing significant concern in Israel and the Arab world, amid fears that Mr Obama is making too many concessions at a time when his own officials say Iran has enough enriched uranium to make one nuclear weapon.

Mr Obama’s admission of the dire situation in Afghanistan followed an invitation to Iran by Hillary Clinton, the US Secretary of State, to participate in a regional conference on Afghanistan this month. The offer was part of a broad arc of diplomacy in recent days that marks a decisive shift away from the Bush Administration’s more hardline approach to the region. Asked during an interview with The New York Times if the US was winning in Afghanistan, Mr Obama replied “no”. He pointed to the success of peeling away Iraqi insurgents from al-Qaeda in Iraq, and said there might be “comparable opportunities” with the Taleban, although he warned that the situation there was more complex than in Iraq.

The British Government has made it clear to Washington that it also supports contacts with the Taleban, and that moves have already been made by Western officials to talk to lower-ranking Taleban fighters. It is part of a new strategy to try to unblock the stalemate that military commanders believe is undermining the campaign.



Yesterday the US military said that 12,000 troops would leave Iraq by the end of September, as Mr Obama seeks to focus on the war in Afghanistan. In 1992 when Indo-Israeli ties were openly established, the two countries were having secret relationship. Although they have strengthened their diplomatic and economic links, yet they are following secret innovative strategies for giving a major impetus to their defence cooperation.

The revelations of Israel 's ambassador to India , Mark Sofer during his interview to the Indian weekly Outlook as published on February 18, 2008 surprised Pakistan , China and the Middle East in particular. On a question regarding India 's defence arrangements with Israel , Sofer while indicating two identical situations, disclosed "We do have a defence relationship with India , which is no secret. On the other hand, what is secret is the defence relationship". And "with all due respect, the secret part will remain a secret." On being asked whether he foresaw joint exercises, Sofer replied "Certain issues need to remain under wraps for whatever reason."

Indian ties with Israel remained under wraps till 2003, when Israeli Prime Minister Ariel Sharon visited India to officially reveal this relationship. In this respect, Indian 'The Tribune' wrote on September 10, 2003, "India and Israel took giant leaps forward in bolstering the existing strategic ties and forging new ones" and Tel Aviv has "agreed to share its expertise with India in such fields as anti-fidayeen operations, surveillance and defence satellites, intelligence sharing, space exploration and fighting against terrorism", particularly in the Occupied Kashmir. Next day, 'Indian Express', disclosed, "From anti-missile systems to hi-tech radars, from sky drones to night-vision equipment, Indo-Israeli defense cooperation has known no bounds in recent times".

Recent defence purchases by New Delhi from Tel Aviv include fast attack naval craft, electronic warfare system, unmanned aerial vehicles,�modernization of Indian Army, Mig-27 aircraft, the Indian Navy's Ka-25, Russian-supplied Mig-21 aircraft, T-72 tanks etc. Besides, Indian secret deal entails submarine launched cruise missiles, micro-satellite systems, laser guided systems etc.

On September 5, 2003 American Wall Street Journal pointed out, "The U.S. finally gave its approval to Israel's delivery of Phalcon Airborne Warning & Controlling Systems (AWACS) to India"�this "sale might affect the conventional weapons balance between India and Pakistan". On February 28, 2003 Jerusalem Post disclosed the "Israeli sale of the Arrow-II anti-ballistic missile defense system to India", writing that "the U.S. was a collaborator in the project". The Post further elaborated that " Israel could be acquiring an element of strategic depth by setting up logistical bases in the Indian Ocean for its navy"

In fact, links between India and Israel were started in the early years of the former Prime Minister Indra Gandhi when she asked the chief of RAW Rameshwar Nath Kao to establish a clandestine liaison with Mossad to monitor military relationship between Pakistan , China and North Korea . During the era of Zia-ul-Haq, a RAW-Mossad joint plot was detected to attack Pakistan 's nuclear plant at Kahuta.

Besides present open deals, secret defence collaboration has always existed between Tel Aviv and New Delhi . For example, on July11, 2004 Indian Express revealed, "Israel sent its laser guided missiles to India during the Indo-Pak Kargil war of 1999", and also cooperated when India was "planning to undertake a limited military strike against Pakistan in June 2002." Suspicion also arises that if the US-India new nuclear deal did not succeed due to the objections of Indian Opposition, the same technology might be supplied by Washington to New Delhi via Tel Aviv covertly.

The matter is not confined to purchasing of military equipments, Indo-Israeli overt and covert nexus is part of a dangerous strategic game in the region. In this connection, the then Israeli premier, Benjamin Netanyahu had already made it clear in July 1997 saying, "Our ties with India don't have any limitations�as long as "India and Israel are friendly, it is a strategic gain".

Security relationship between New Delhi and Tel Aviv has been promoted with the help of Washington to make the two states work closely to counter-balance a rising China whom America considers main competitor in the coming years.

However, no country can neglect its defence when its adversaries are playing a secret game. It is due to this reason that on 16 August 2007 during an annual summit, leaders of the Shanghai Cooperation Organisation (SCO) which consists of Russia , China and four Central Asian states including Pakistan and Iran as observers, while emphasizing defence cooperation, displayed their strength in a firm challenge to the rising dominance of the US in the region. It is because of the strategic developments in Asia that the issue of Tibet and Dalai Lama is being exploited by the anti-Beijing states to destabilize China .

As regards RAW, more than 25 Indian foreign offices, along with the north-western border of our country are supervising saboteurs to conduct bomb blasts in Pakistan . Despite the peace deal of the newly elected government with the Taliban, bomb blasts in Mardan, Kohat etc. keep on going. As regards another event, on May 14 this year 20 persons were killed by American missile strikes in Bajur Agency. These strikes which could also continue in future are aimed at sabotaging the government-Taliban peace agreement as Washington is opposed to the same. This clearly shows that RAW, Mossad and American CIA are working in accordance with a plot to destabilize Pakistan to fulfil the sinister strategic designs of their countries.

In May 1998, when India , detonated five nuclear tests, Islamabad was compelled to follow the suit through its own atomic experiments. Nevertheless, a new phase of Pak-Indian missile race continues from time to time. It is most regrettable that New Delhi has entangled Pakistan into a deadly missile race despite the fact that the latter intends to depend upon minimum deterrence.

With the clandestine help of Israel and America , on 26 February 2008, India conducted its first test of a nuclear-capable missile from an under sea platform after completing its project in connection with air, land and sea ballistic systems. Next day, Pakistan 's Naval Chief Admiral Muhammad Afzal Tahir disclosed, "We are aware of these developments, which are taking place with a view to putting nuclear weapons at sea and it is a very serious issue". However, under the pretension of China factor, Washington , New Delhi and Israel are plotting to block the sea lanes of the Indian Ocean for their joint strategic goals.

The September 11 tragedy in the US provided both India and Israel with a golden opportunity to achieve their covert goals with the backing of American-led western countries. They immediately joined the US war on terror and have continuously been trying to convince the US-led western states through a propaganda campaign that the Kashmiri and Palestinian freedom fighters including Hezbollah are terrorists. They accuse Iran , Syria and Pakistan of sponsoring cross-border terrorism in the related regions of South Asia and the Middle East . At present, the equation of terrorism with the so-called Islamic fundamentalism is a key issue between the Eastern Muslims and Western Christians. Availing the ongoing international phenomena, by equating the 'war of independence' in Kashmir and Palestine with terrorism has become the main target of New Delhi and Tel Aviv.

If India considers Pakistan as her enemy number one, Israel takes Iran in the same sense especially due to its nuclear programme which is also negated by the US . Tel Aviv is also against Pakistan as it is the only nuclear Islamic country. Nevertheless, this similarity of interests has brought the two countries to follow a common secret strategic game.

It is of particular attention that the US has been providing Pakistan with military and economic aids due to its role of a frontline state for American war on terror, while on the other hand is accusing the country of safe havens for Al Qaeda related terrorists�cause of attacks on NATO forces in Afghanistan. In the same sense, Washington, favours a peace process in the Middle East but on the other side, it supports Israeli right of self-defence, providing her a justification to keep on going with its atrocities on the innocent people of Gaza and the West Bank. Hindu-Jewish lobbies are also convincing the Americans for their favour in relation to Kashmir and invading tribal areas of Pakistan , So, American ambivalent approach has given a good chance to India and Israel in manipulating the same for their common covert interests.

Returning to our earlier discussion, secret part of India-Israeli defence ties as disclosed by Mark Sofer is bound to result into a global catastrophe in wake of the different war between the US-led sovereign entities and non-sovereign entities. In this regard, we should remember that secret treaties were the major cause of the World War 1. Indian historian V.D Mahajan remarks that the major cause of the World War 1 was the secret alliance among Austria-Hungary and Germany �then Italy joined the Ausro-German alliance, initiated by German leader Bismark. On the other side France, Britain and Japan concluded counter alliance�ultimately all that resulted into militarization of Europe and the World War 1. In this respect, if not checked in time, the secret collusion of Israel and India which is being patronized by Washington could lead the international community to World War111, popularly, known as clash of civilizations.

ISLAMABAD, MAY 11 (PTI): In a new revelation, Pakistan President Asif Ali Zardari has said that the CIA of the United States and his country's ISI together created the Taliban. "I think it was part of your past and our past, and the ISI and CIA created them together," Zardari told the NBC news channel in an interview.
In the interview, which was given to the NBC on May 7, Zardari also accused the US of supporting the military rule of Pervez Musharraf who was alleged to be taking sides of the Taliban.
He disagreed with the popular belief in the US that the Pakistan military and intelligent services still have sympathies for the Taliban.
"I think General Musharraf may have had a mindset to run head and hand with the hound but certainly not on our watch. We don't have a tough process at all," Zardari said.
Asked about the influential role of the Pakistan army, Zardari said he is in control of everything in the country, including the military.
"The Parliament has final say. It's the Parliament form of government, and I am a product of the Parliament," he said.
Earlier, Zardari in an another interview had said that India was not a "threat" to his country and that Pakistan had moved some of its forces from its Indian border to western frontier to eliminate Taliban in its tribal belt.

LAHORE: The three arrested members of a militants’ gang especially deputed by Tehrik-e-Taliban Pakistan have disclosed that RAW has been funding suicide bomb attacks in Pakistan and that the Indian agency has funnelled Rs 680 million through its links with the Afghan secret agency.


The gang of three persons have brazenly admitted that they belong to the group of persons who had been deputed to ‘destabilise democratic Pakistan’ with the sole purpose of ‘enforcement of Shariah’ in the country.


Operators of an intelligence agency, working beyond the call of their duty, came into contact with a source ready for a tip-off against a reward and led to the arrest of Khurram Ishtiaq, Ghulam Mustafa and Shamim. The persons had been working under Qari Hussain, second-in-command to Baitullah Mehsud. All the three had been arrested on Aug 13 this year while they were on the prowl for a target. The militants had been arrested ‘red-handed’ as they possessed complete suicide kits, including two jackets and 70kg of explosives and detonators.

The accused were hardened militants and took a lot of time to break in and make confessions. They revealed that Qari Hussain had been working to help three adjutants—Farukh Usman alias Shahjee, Tayyab alias Baba; Ustad, the trainer to destabilise democratic government.


Qari Hussain, the leader, prepares suicide bombers and dispatches them throughout Pakistan. He also manages funds for the splinter groups from RAW which works in collusion with the Afghan intelligence agency RAM.


Farukh Usman works as Qari’s deputy and runs the sub-setup to carry out attacks in Lahore in particular and Punjab in general. He was the mastermind of suicide attacks on FIA building, Naval War College, Model Town, Lahore High Court and PAF bus in Sargodha, the investigation has revealed.


Tayyab alias Baba mainly deals with Rawalpindi/Islamabad. He was the man behind blasts at Aabpara Market and Marriott Hotel. The third person known only as Ustad is an expert of making bombs. He is said to be of Indian origin and he ‘works with a vengeance’. He is the man who leads suicide bombers to the marked site of the blast.


The investigation revealed that there are two sub-teams: three persons of one team work under Ustad. Two of the arrested persons—Shahmim Alam alias Sohail alias Kashif alias Uncle and Khurram Ishtiaq alias Ibrahim—have been active members of the TTP and worked under direct guidance of Ustad.

Shamim was the facilitator. His task was to distribute funds to suicide bombers at the behest of Qari Hussain and Tayyab@Baba. Being educated and a well-dressed civilian-look-alike, he was assigned another important job of providing ‘reconnaissance of the target area’.


He possesses the canny ability of mixing up with urbanites. Khurram Ishtiaq alias Ibrahim is a well-trained militant. His job is to harbour suicide bombers at a secret venue till they are led to the area of operation to carry out the job. The third person of this setup, Sajid, is a resident of Ali Khel, Waziristan. It is not certain whether his services were ‘utilized’ or made his escape good.


Another team which works under Farrukh Usman alias Shahjee includes Bablu, Rehan, Ghulam Mustafa alias Asif (the third arrested person) and Abdul Rahim. Bablu’s assignment is to provide explosives at the nick of time when the suicide bombers have been finally prepared to perform the ‘sacred feat’.


Ghulam Mustafa and Abdul Rahim, a diehard Jehadi serve as guards and take care that none of perpetrators shows his back and become a deserter. In that case, there is only one choice left and that too leads one to heavens.


Former boss of the intelligence agency, Tariq Lodhi, had recommended a reward and commendation for the team who apprehended the culprits but they say their new boss Shoaib Suddle turned it down on the grounds that agency operators just did their job and no reward should be given for performing duty.


The team members disclosed that they had arrested two prime targets during Pervaiz Musharraf regime and they both had a head money of $5 million each but the reward money was shared by the two premier agencies instead passing it on to the individuals who had arrested them on their own initiative.


The team has long been working on the intelligence of militants but they got the culprits apprehended through a middleman who is ready to divulge more but “only if he is rewarded for the catch.”


The team claims that it could reach out to Qari Hussain and his gang and thus eliminate the danger of suicide blasts in Pakistan by 90 percent. Talking to The News on the condition of not divulging their names, they said, “We neither have free hand nor enough resources to break the hornet’s nest.”

The leading newspaper of Sri Lanka, Daily Mirror, in its editorial has criticised the role the Indian intelligence agency (RAW) is playing in the regional countries to destabilise them. The editorial has specially referred to Pakistan.

It said: “Among its (RAW’s) most ambitious operations that are currently underway, is the move to separate Balochistan province from Pakistan by supporting (the) Balochistan Liberation Army.”

The newspaper wrote: “It certainly is a monumental task for the informed Sri Lankan or for that matter anyone in the neighbourhood of India to keep a straight face when talking about the Research and Analysis Wing (RAW) in India.”

It said that formed in 1968, the predatory operations carried out by this external intelligence agency of India in the neighbouring countries were perhaps the best example as to how the country bullied its neighbours.

Commenting on the RAW’s role in Sri Lanka, it said: “The RAW in Sri Lanka has a pretty colourful record. Having raised, nursed and fortified the Liberation Tigers of Tamil Eelam, it later went through phases where it adopted “rock the baby, pinch the baby” approach towards the LTTE.”

While many thought the assassination of former Indian premier Rajiv Gandhi would have hardened the approach of the RAW towards the LTTE, it really did not happen that way, it wrote.

“While New Delhi was shattered by the death of Nehru’s grandson, the less emotional RAW moved on with rest of operation,” it said.

The newspaper wrote: “In 2007, ripples were created in the spy agency when one of its Colombo-based officers, Ravi Nair of 1975 batch, was found allegedly carrying on an affair with a woman working for another country’s spy agency.

‘ The “crime” was considered only second to what was committed by the RAW Joint Secretary, Rabinder Singh, in 2004 when he escaped with copies of several highly-confidential documents and is believed to have passed them on to the CIA. This was after Singh’s superiors confronted him with evidence that he had spent time with a Delhi-based female US embassy officer at a resort down (the) New Delhi-Jaipur highway.”

The newspaper said the incident really rocked the RAW and forced it to go for several reforms, which included tougher counter-check measures on its officers.

Following the embarrassment caused by Ravi Nair in Colombo, the RAW recalled the officer and made it a point to post a lady officer to Colombo, probably thinking that was the best way to discourage other countries, it wrote.

Reports that the RAW was out to create mischief in the backdrop of the recent military victories by the Sri Lankan troops surfaced days after media reports that Pottu Amman, who was pulled up by Prabhakaran over the recent debacles, had slipped off to India, the daily wrote.
