I think privatizing Pakistan Railways along with PIA to 100% is must. Govt. can sell 75% shares to private one and 25% to stocks.

Private industry looks for profit which are minimal in pakistani railways atm due to poor infrastructure.No one wants to take a risk of such proportions.
