Sir, population is not the reason. Water table management, water treatment systems and WASH(Water, Sanitation and Hygiene) are important factors.

due to massive population.

As of now the cities have super high population density, where it is just easy to bore a hole and use water.
The government doesn't have resources to provide WASH for such a huge population.

actually it does, the last report by GIZ technical team visit to Pakistan said so much in their working paper. But alas if that’s what you want to believe and stay pessimistic, who am I to oppose you.
