I will assume the Congress did this to protect their rural vote bank ? There can be no other reason. They know the educated middle and upper class won't be voting for them this time anyway.
Yes, they did and it is not the first time either.
When Rajiv Gandhi wanted to get reelected, he reduced the minimum legal age to vote from 21 years to 18 because his comparatively better looks appealed more to the younger generation than to the mature one.
So now in India, one can decide the future of the nation at 18, but cannot drink alcohol till the age of 25.
