Counter terrorism is not as easy and good as it sounds. What you do is what you get. Biggest example is LTTE and Rajiv Gandhi's assassination. Or Taliban vs US or Pakistan now.

Since Dawood is in Karachi, I think Indian commandos would have land in beachcraft and meet their contacts and then drive to Dawood's house and kill him.
