India is likely to wrench the presidency of BRICS Bank as two days of hectic negotiations come to an end at the VI BRICS Summit here in Fortaleza.

A senior government official involved in the talks said China may walk away with the bank’s headquarters in Shanghai. China and Russia have been closely coordinating with each other in the negotiations after a multi-billion dollar gas deal recently.

The four issues that were open for discussion on the BRICS Bank were the location of the bank, it’s presidency, shareholding rights and location.

“The BRICS Bank is an idea originally conceived by India. Every BRICS member is certain that such a bank is the need of the hour, particularly with the Bretton Woods institutions such as the World Bank and the IMF failing to give adequate representation to developing nations over the last many decades,” the official said.

Towards the end, India has ensured that all countries have equal shareholding in the bank with equal contribution to the capital.

“Equal shareholding is a fait accompli now. Nobody wants BRICS Bank to end up like the Bretton Woods institutions,” said the official.

South Africa, which was originally pitching for the presidency, has now withdrawn itself. South Africa sees in India an ally at the World Trade Organisation talks, particularly in areas of agriculture, concessions to LDCs and non-binding issues. It has backed India’s presidency in BRICS Bank.

However, as far as project costs are concerned, they would be based on a formula depending on the economic weights of the member countries.

“We have a large number of new big projects. We will gain,” an official said, without giving further details.

The bank, which Prime Minister Narendra Modi preferred to refer to as the New Development Bank in his departure statement in New Delhi, will be capitalised at USD 50 billion with each country chipping in USD 10 billion over the next seven to eight years.

India, under the previous UPA government, had agreed to China basing the bank’s headquarters in Shanghai. “We fought hard for the presidency. We will get it,” the official said, without willing to be quoted in the crucial hours of negotiation.

The VI BRICS Summit in Brazil is likely to announce the setting up of the bank in its declaration.

i dont think that will happen...that will kill this proj even b4 it starts..

i am slightly disappointed with the compromise... Presidency is not permanent.. It probably would be rotating...so..india will have to give up that after few years...i just hope...they have a rule..that the whichever country they finally decide to have the headquarters should not have presidency for the sake of balance

Why would B, R, C, and S give permanent presidency to I ?

Though being the first President means India will have a huge impact on the future of the bank lasting decades.

Anyways the location of HQ is symbolic in nature, other than providing job to 20 odd bureaucrats.
At any rate, the question of HQ can be revisited in the future later when we have more clout, both economic and diplomatic

china invest more than 40billion, but can only use max half of chinese investment.
south africa invest 5 billion, but can use twice their investment.

How about just get rid of the troublemaker India. Others don't have a problem with Shanghai as HQ but those Indians. Shameful behaviour.

China is contributing most fund in CRA indians media bypassing such fact by spinning "equal share" spin
China and Russia are putting their money and effort the most but india wants to control, how preposterous is that?
