India, Israel to launch research in cyber-security, energy

India and Israel have agreed to launch a long-term joint programme worth USD 10 million annually to facilitate research and academic activities benefiting them in areas like renewable and sustainable energies, bio-medical sciences and cyber-security.

The decision came after Minister of Human Resource Development Kapil Sibal met Israel's Minister of Finance Yuval Steinitz and others here.

The two sides agreed in principle to establish a long-term programme that will bring together Indian and Israeli researchers to carry forward research in areas of mutual interests, the statement said.

"Taking into account the strong desire of both countries to continue cultivating their long term economic, academic and technological ties, both governments have decided to substantially further enhance their academic cooperation by launching a joint programme that will facilitate mutually beneficial research and academic activities," it said.

Israel's Minister of Education and Chairman of the Council for Higher Education Gideon Sa'ar and Israel's Chairman of the Planning and Budgeting Committee Manuel Trajtenberg were also present at the meeting as part of the 20th anniversary celebrations of full diplomatic relations.

The total scope of the programme will reach USD Five Million from each side annually in steady state, over a three year period.

The programme will be coordinated by the University Grants Commission (UGC) on the Indian side and the Israel Science Foundation (ISF) on the Israeli side.

The particulars of the programme will be finalised in accordance with the decision taken by the joint working group on April 3, 2012 and subject to the required approvals in each country.

The first call for proposals is expected to be published in December 2012.

The joint working group has identified broad areas for cooperation, such as renewable and sustainable energies, bio-medical sciences, cyber-security, humanities and social sciences.

Same the world over brain drain our elite talent is based in the west in cities like London to Berlin.
However this fund is for a joint project with Israel and it has other parts to the programme like energy etc.

True, couple of months back we heard a news about DRDO developed a hack-proof OS. Nothing new has been heard about that front yet.

well isreali are also good in cyber warfare strategy ,which includes hacking ,cyber sabotage ,.Well
india did a wise thing to join hands with them on this:D

Our best brains are leaving the country for better offers.....our govt. can't pay them as much because the govt. treasury is looted by the politicians.......the govt. can't even pay its employees in time, forget about payment hike.....

With lil'bit of research, you can find how govt. employees in huge govt. companies are striking for non-payment of salaries month after month.....

Therefore you'll find lots of Indians working all over the world in Institutions like NASA, CERN, Microsoft etc......BUT when it comes to India....CORRUPTION is killing everything....

In short, this is called 'BRAIN DRAIN'

Just see why so many of our young scientists are leaving DRDO to work in the private sector bottom line is more $$ sad but true.

I will try my best. Indians have pretty good logic in guessing,forecasting which comes in handy while dealing with security related threats whether cyber security or not. In India there is a story that if you have to catch a thief,hire a thief. Thief knows(can predict/judge) much better than police where will attack happen. But Indians tend to move out of country due to lack of facilities & appreciation. Remaining of them are unorganized so they have lesser firepower compared to the attackers who attack by forming groups. This increases effectiveness of attack by many times. Now coming to government agencies,they have limited human resources because government allocate very little resources for this domain department. As technology is changing very fast so does hackers moves. Government system becomes obsolete and is not able to confront attackers. This is the prime reason they are going for joint research. Israelis don't need any introduction for this kind of research activity. They are our best bet right now. They have helped us whenever we needed them,so will India return the favor on time. By joint research we will learn & develop newer & effective skills. Hope this will help you.
