I think the problem is a combination of education and poverty.
In the US during kid’s shows on tv we’d have Public Service Announcement telling us to “put litter in its place” and “keep America beautiful”. So that certainly helped reduce people from being litterbugs.
However it seems poverty and renters overrule this. You go into a low income area of the inner-city and it can be a mess. Go to some mediocre city neighborhood full of renters and they are throwing candy wrappers in the gutters because they don’t have a vested interest in the neighborhood.
However go to some suburb where most of the people are owners and the streets are almost spotless without even the need for a cleaning truck to go by. The reason is these people in these areas usually aren’t A-holes and actually care about their neighborhoods.
The existence of slums in major Indian cities doesn’t help either.
These are mostly unplanned, illegal domiciles that do not have the right facilities for sanitation, let alone garbage disposal. Removing these from cities will go a long way in curbing this filth.
It’s really unfortunate because it’s hard to remove them because they end up becoming vote banks that act as political tools and hence serve the politicians at the expense of the city and it’s tax paying citizens.
India needs an iron man like the ex Singaporean PM Lee Kiew (can’t get his name right) that can look beyond the votes and take a stand

True, and for a dynamic change the society has to pitch in as well. In our part of the world, everything is left upon the governments to resolve while the only thing people contribute are high expectations from the governance, while even failing to keep the premises of their living areas trash free and planting as much as a single tree on their own.People can change with time, but government needs to do something. Cannot rely on "democratic" methods i.e. doing nothing and wait for automatic change.
These kind of rikshaws pulled only in West Bengal are no longer there .
That is not true, not all cities or country are the same due to different mentalities.That will be the scenes in most of the cities in the world before municipal workers come to clean in morning..
