India’s railway system needs huge improvements and Indian Commerce Secretary Rajeev Kher says his country is interested in adopting Japan’s bullet train technology.

“The government is looking at how the better quality, the new quality of trains should be introduced” and “shinkansen is one area which we will not ignore,” Kher said in an interview Wednesday during his visit to Tokyo.

“Surely, we will show interest” in bullet trains because the government is studying the possibility of introducing technologies from all over the world, he said. “Japanese technology would definitely be on the agenda.”

The commerce secretary post in India is equivalent to vice commerce minister.

New Prime Minister Narendra Modi, who has stressed the need for foreign investment in infrastructure projects, touched on the possibility of introducing shinkansen technology during his election campaign.

While there are growing expectations that infrastructure projects in India will increase with the establishment of a stable government, there is concern that slow administrative procedures as well as regulatory and tax system problems could make it difficult for foreign companies, including Japanese firms, to increase investment in the country.

To better respond to a high level of interest from foreign investors, the Indian government is working toward simplifying its procedures and rules and stabilizing policies so they will be more predictable, Kher said.

Turning to the negotiations for the Trans-Pacific Partnership, in which India is not a participant, Kher said his nation can’t at this stage comply with the high level of discipline required of the participants because doing so “would require a significant amount of change in our laws and regulations.”

At the same time, Kher said: “We fully recognize agreements like TPP are going to create a new club which excludes countries like India and therefore make trading by India that much more difficult.

“Maybe at some point in time later on, we will look at” the possibility of joining the TPP.

Kher is visiting Japan with a mission of more than 100 Indian companies taking part in Interphex Japan, Asia’s largest exhibition for pharmaceutical products. Interphex Japan opened in Tokyo on Wednesday for a three-day run.

At a news conference earlier Wednesday, Kher said the Indian drug industry has succeeded in many markets around the world, but “Japan is still an area where more needs to be done.”

With its population rapidly aging, Japan is facing an “urgent need to reduce (medical) costs without sacrificing quality,” Kher said, stressing that he believes the Indian pharmaceutical industry, which is strong in generic drugs, can provide “credible solutions.”

Why can't we develop our own? And if we decide to do so how many years will it take? Any idea?

.
Indian Railway Locomotives are dominated by Alco- 251 Engine variants, Engine is Tuff and Reliable but this are 50 years old technology . since we got TOT from American companies 5 decades back , it has been built , modified , tweaked all this years . Modern EMD-710 again from American company is been used on long Routes , it s pretty modern engine and top speed of 160 km are also fastest .

Indian Railways who facing losses due to under recovery of fares , they will have hard time inducting new technology , if we Indians do not want to pay up .

.
why not bombadier? they have factory in india? Buy a few airplanes and trains, will give good deal.

isn't metro also from bombadier?

It will be good if Modi can end his terms of office with the opening of India’s 1st true high-speed rail with average operating of 250km or above。

The man needs to serve 2 terms minimum.

.
not easy as it seems
We need a booming economy that can sustain an average 7% growth rate to implement such projects on wide scale
Improve economy first, these things can come later

This is a chicken-egg problem now. Without proper infrastructure the Indian Economy will not be able to grow at a sustainable pace. Government is going to spend money on infrastructure, power sectors instead of giving subsidies which is a good thing.

Government should focus on upgrading speed of current rails to 150-200 KM rather than wasting 50 Billion dollars on Ahemdabad- Mumbai Bullet train. In 50 Billion dollars nearly every big city can be connected to a average speed of 150-200 KM by upgrading tracks.

Highspeed trains won't boost infrastructure dramatically, we need good transportation equipment
Heavy duty good transport trains, temperature controlled boogies for perishable group for trains
High speed trucks, 50kmph speed limit for trucks are stupid, we need quick and efficient transport
Our highways are 4 lanes, expand them to 6 lanes, will decrease traffic and increase efficiency
High-speed rails can only complement the above

It is like saying that we must not construct expressways just because our road network is in bad condition.

When we induct something technologically advanced it always has a trickle-down effect, it immediately breaks the status-quo and establishes a new Point of Reference wrt. which everything else is measured. It also modifies our thought process and forces us to think out-of-the-box.

It is not like we are going to construct a high-speed rail network and stop right there. We need to invest heavily in infrastructure and adopting better and faster means of transport is also a part of the whole plan.

true, but roads are your basic need, they need to be improved first ... before moving towards advance projects

India desperately needs a fast north-south rail corridor and fast east-west rail corridor. With today's technology it is possible to do 3000 kilometres in 12 hours at a speed of 250 km/hour. The huge population in India cannot all be move using air travel.

With electrification, this can move huge swaths of Your population without a big environmental footprint or using up forex for petrol.

It is high time India left behind the bullock cart train era and entered the modern train era.

I commend Mr. Modi's decision to forward plans to modernize India's railway system.
