Because our trains usually dont do above 90km/hr average...if something goes twice that much or even 20 % faster on average we have no choice but to call it high speed...as we already have trains named as super fast in indian railways we cant use that word again can we ? we will call something that hits 200Km/hr as super high speed train...for that we will have to wait for some more years.
