So, since some kind of weird military bloc is off the cards, the original question is valid: what can Modi offer these nations that is of interest to them? Publicity and media propaganda??? Not a chance anyone is dumb enough to outsource an information war to bhaktistani clowns. Weapons?? Again, when or where have Indian grade weapons technology ever competed successfully against NATO grade tech? Any buyer wants evidence of successful implementation.
Perhaps diplomatic favours at best, but what clout does India actually have outside of South Asia? Not as much as you think.

We have agreement with China; they came with the offer and invited Turkish officials to freely observe in Sincan; Uygur autonomus area. Most people in camps are set free. Unlike west we are not eager to get our brothers into danger. Poking China about Uygurs will just end with a huge tragedy. Our strategy is helping Uygurs by keeping good relations with China, using Uygurs as a cultural bridge with two countries. Alternative is using them (like western countries try to do) as a weapon against China ad get Uygurs into a giant trouble which we do not want to happen.Erdogan is playing to the galleries for his domestic audience as he strives to dismantle the secular ideals of Ataturk. Last year he was criticizing China for its treatment of Uighurs who if I am not mistaken are of Turkic origin. Now that some trade deals have been signed with China, he has stopped mentioning the Uighurs. While he will make some noises on Kashmir, what can he possibly do? India just reminded him that two can play the game so he tones down his rhetoric. Pakistan's own diplomatic offensive is confused. Is it a human issue for them in Kashmir? Is it a Muslim issue? Of course their own population buys their message? Besides a few countries, who else has really supported them?
