India and Russia on Wednesday agreed to speed up work and iron out hurdles that are holding up the co-production and co-designing of a 5th Generation Fighter Aircraft.

The two nations had in 2012 agreed to jointly design and produce the next generation fighters. Both countries are scheduled to spend US $5.5 billion each towards the cost of designing, infrastructure build-up, prototype development and flight testing. But the UPA Government had failed to operationalise the project.

The decision to fast-track the programme was done in a bilateral meeting between Defence Minister Manohar Parrikar and his Russian counterpart, Sergei Shoigu, at the 14th Meeting of the Indian-Russian Inter-Governmental Commission on Military-Technical Cooperation, which took place in New Delhi on Wednesday.

Speaking to reporters after the meeting in New Delhi, Defence Minister Manohar Parrikar said, "We have decided to fast-track many of the issues."

However, the 5th generation fighter being built for the Russian Air Force is already being flight tested in Russia and India has suggested that a fresh Research and Development (R&D) contract would be a waste of time and resources.

Russia has already built five-prototypes in single pilot version. The Indian version is a two-seater, which will acomodate one pilot and a co-pilot who will function as a Weapon Systems Operator (WSO).

Mr Parrikar has also told Russia that India wants the stealth fighter jet to be inducted into the Indian Air Force much before 2024-25 - the date that was fixed for delivery. India plans to build as many as 127 fighters at the Hindustan Aeronautics Limited facility in Nashik. The Fifth Generation Fighter Aircraft (FGFA) project is estimated to cost $25 billion.

Besides, the two sides have agreed that India will now exchange all information about flight safety protocols being followed on Russian platforms - fighter jets, helicopters and the transport planes - flown by the Indian Air Force.

This information exchange is crucial given the series of accidents in the Indian Air Force, including engine problems in India's mainstay fighter, the Sukhoi Su-30 MKI. Russia had also earlier contested India's claim that the pilot seats of the Su-30 ejected automatically during the last crash in October last year.

See, whenever I read "fast track" I always think "what the hell is that suppose to mean"? Does it mean that they're going to accelerate the given project (be it anything from power plants to jet fighters in any country)? If so, why didn't they just do that earlier? Especially since they could afford it, and were already on a tight time limit.

I really hate this term, because it literally means nothing. It's one of those terms used to glamorize a project, and increase it's importance more than it already had or deserved.

Sorry, just a rant. My comment has little to do with the said article, so please ignore it if you don't really want to hear me rant.

It means both sides will prioritize the fast execution of the project and avoid time wasting tactics which are a key tool in any negotiator's arsenal.

OT - I cant wait to see the full design of the FGFA. But i think the two seater version is going to look fugly with a huge a$$ cockpit.

Fast Track ...in Indian context just means that project is still alive :D

In this case it does matter. .The fast tracking here means that the new GOI and the new defense minister will push for early execution of the contract.

True, it got to a PR term, just as Make in India or DAC clearance, even though the end result is not even faster at all, but the new government is good in using the media to hype things and the more they repeat it, the more it sounds good.
In this case the article doesn't say anything what it means either and if you go by the recent reports, it looks more like just a reversal of earlier decisions, just to make the project sound more "indigenous" than it is. The change from twin seat design to a joined single seat, but upgraded version was made with costs and IAFs requirements in mind. Going back to a dedicated twin seat version from the start, will increase the costs, but if you sell it as a success to increase the indigenous content, people will be happy too, but lets see what price tag the Russians will ask for that.

That actually remains to be an issue on our side, since the Russians keep developing the IL476 and MTA will largly based on that, so they will move forward no matter what and the longer we wait to fix things, the longer it takes till we get the aircrafts. But it should be easier for Parrikar to fix that, than FGFA's issues.

If that would be the aim, he would have insisted on speeding up the already fixed design development way, but changing design requires more development, most likely will delay the delivery of prototypes and therefor production and induction of the final product.

The first prototype was supposed to be received in 2014 and one more the next year so we are anyway way out of schedule...I am not hopeful to see fgfa for the next decade.

Not really, after the last negotiations and the revise of design and order mix by IAF, the first prototype was expected by 2016 (same year when the first serial Pak Fa will be produced) and the last in 2019 with the production to start around 2021. From 2017 onwards the Type 30 engine will be available, so the 2nd prototype might had the required engine included too, which made that timeline actually reasonable. Revising now everything and insisting on a design change, will further delay things, especially to get the FGFA prototypes for testing, so how should be production then start earlier?
