I think they should focus more on delivering credible defense systems rather then churning out lofty statements. India desperately needs a reliable bullpup assault rifle, artillery and a point defense fighter. They're way behind the curve on conventional weaponry so I don't understand why they're diverting resources to such 'ambitious' projects. They should spend every last dollar on making sure existing projects meet expectations and more importantly, deadlines. An EMP won't do much good if the airforce is at 2/3rd's of sanctioned force levels. India can double its firepower by simply modernizing its conventional forces to current standards. It makes more sense to acquire high end weaponry (tech. transfer) from allied nations rather than reinvent the wheel.
Well,you have got a point.But let me ask you one simple question:
Why was the DRDO established in the 1st place??
The answer is......to develop technologys required for strategic weapons and ones which are denied to us.And DRDO was to be solely a technology development entity like DAPRA and not to be used for setting up production engineering capability,it was to be done by the DPSUs like BDL,BEL,OFB,HAL etc which they've repeatedly and consistently failed to achive and every time DRDO had to divert its scarce manpower and limited resources to clean up the mess created by the DPSUs.For example-OFB manufacturing faulty FSAPDS rounds,low quality materials for INSAS,BDL lacking quality control leading to subsequent failures of Agni 2 IRBMs,BEL being unable to manufacture several parts of Rohini 3d CAR despite technology transfer by LRDE and there is numerous more examples.
And most of the items you mentioned like bulpup assault rifles and artillery guns are not something out of DRDO's reach neither denied by international exporters.ARDE had developed a bull pup version of INSAS assault rifle which IA rejected to even test.And w.r.t artillery guns,ARDE had developed a 185mm L52 heavy field gun as far back as mid 80's but again IA even rejected to test it.So we can't blame DRDO for what was done by IA export lobby.
