The N-E is important but I'm sorry I disagree re: prioritising it to the top. N-E should get it's tea, teak, water resources and specially oil & gas, in order. N-E is not as densesely populated either. Projects there take time re: hilly terrain and hostile, anarchist population. Pls. don't go ballistic, but I won't put in top 3 priority.
To me, priority should cash-flow, depopulation of the Ganga cowbelt to the DMIC-Narmada-Rajasthan canal enabled semi-arid western frontier. The over-streched, stressed-out, eastern UP-Bihar cowbelt can not sink but knock India's growth yet. Also, Eastern Corridor can be a big stress buster.
Then un-lock the caol, oil & gas in the Guj.-Rajasthan- Indian Gulf's and THE GULF.
Then, I'd bring water to the south. Water projects take time but will boost already booming south.
