I'm referring to the speed of how India develop things.

Just like India was building LCA back in the early 80s

Actually our strategic programs(Nuclear weapons , SLBMs etc ) have less delays than our non strategic ones (LCA-Tejas) because they have less bureaucratic interference as these are under PMO (Prime ministers office) and have a much larger budget a black budget as they are not discussed in parliament so you can be assured about our nuclear submarines program.
