No, the understanding always was that the UNSC could develop nuclear weapons, and other countries would be protected under the nuclear umbrellas of others, usually the US or the USSR. India broke this understanding when they refused to sign the NPT and decided to develop their own.

had it been anything else- i would have agreed with you. but with a neighbouring country like china- we had no other choice. also- if you are ready to to destroy all the nukes- we will follow you sir. our PM had already proposed for nuke destruction but some "peace loving" country wanted to keep'em. so that noble proposal was rejected.

Don't agree with that. The US, USSR and UK, France and China all represented separate poles of power that could not depend on the nuclear umbrellas of others. India, on the other hand, was under the patronage of the Soviet Union. It should have signed the NPT - Pakistan would have followed suit and the status quo would have been maintained.

India and Indians were not like other countries who were under nuclear umbrella of other big countries feeling that they were safe like puppies,and at that time nationalism was high and even now.... And India and Indians will work on technology and science coz Indians are not arabs

i meant china signed it only on 92 and ratified it on 1996.....
So it meant it had developed weapons outside NPT in 1964....

Its not only India but whole world is concerned about Safety of Pakistan's nuclear weapon particularly after terror attacks on Mehran base.

I think India was the one who made Pakistan make nuclear weapons by developing them at first place.It can't blame them for it.
