Baghlhar dam creates 450 MW of electricity for Kashmir which obviously hurts the Pakistan propaganda of mistreatment of Kashmiris.
Hence water theft and all.

The 'water theft' argument related to the filling up of the reservoir, since Pakistan received a much lower amount of water during that period. Something about the time during which India was to fill the reservoir, how much water she was obliged to release despite attempting to fill the reservoir etc.
Pakistan's objections on the dam were not over the fact that it was being constructed (and therefore generate electricity for Kashmiris
), but over the design of the project, especially the gated spillways.
Pakistan's objections were that any dam on the rivers whose water belonged to Pakistan would have to be 'run of the river', and the gates allowed India to control the water flow and therefore release less water if it chose to.
Now the WB apparently ruled that the design of the dam was for the most part acceptable, but the 'water theft' allegation does not have anything to do with the dam design, and arises, as mentioned above, from the lower water discharge during the time the reservoir was being filled.
Nothing to do with canard of 'electricity for Kashmiris'. Please refrain from useless comments.
