Does that make any difference??
Did the last one make a difference? Did anybody even read it?
I'm not so sure about that, India's first nuclear weapon was built using a Canadian Plutonium reactor. Canada put sanctions on India after that.
They know it better and maybe that's why I mentioned it
Did you notice the signs of desperation? Title changed - lol loved the word "likely" when all of it has already been very well said and done!
And now they are directly supplying URANIUM.
What does that say to you?.
Nothing much, No one really cares about Harper's policies.
And CNSC is only allowing this because they want to make profit, and whether you believe it or not, in near future you will see a similar deal with Pakistan (once the security situation boils down a bit). The reactor they provided to India back in 60s, the same reactor was also given to Pakistan. This is purely business.

Now after about 4 decades, this landmark achievement is signed indicating two things:
1. As a report submitted to US congress during discussion of 123 agreement said, years of scientific isolation of India in civilian use of n power has had no affect on its domestic program. Infact the country has emerged stronger and in several areas it is destined to become technological leader.
2. There isn't a single blot as far as Non proliferation is concerned. Bush administration had realized the same and this track record went in a long way, when US senate voted overwhelmingly (298-117 votes) in favor.
It indeed is a proud moment not just for India but perhaps also for Canada, as agreement attempts to correct years of non-cooperation.
